The evaluation report will contribute to various strategies and policy areas<br />

within Sida, including its <strong>Maghreb</strong> strategy and economic policy approach.<br />

Moreover, <strong>the</strong> Minister for Development Cooperation visited Tunisia in<br />

early 2012 and both countries wish to continue <strong>the</strong> collaboration. This<br />

evaluation will provide both partners as well as <strong>of</strong>ficials <strong>of</strong> Morocco and Algeria<br />

with an independent assessment <strong>of</strong> <strong>the</strong> results obtained. The latter<br />

will serve as a starting point for discussion in a workshop to be held in<br />

Stockholm in May 2012 in which <strong>the</strong> representatives <strong>of</strong> all three countries<br />

will participate.<br />

2. Proposed methodology<br />

The project’s specific objective was “To increase <strong>the</strong> institutional capacity <strong>of</strong><br />

<strong>the</strong> three agencies participating in <strong>the</strong> regional competence development<br />

programme to provide assistance to selected target groups, i.e. young,<br />

highly educated persons as well as members <strong>of</strong> vulnerable groups in <strong>the</strong> labour<br />

market (women, handicapped and long-term unemployed)”.<br />

The specific objectives to support <strong>the</strong> overall goal were:<br />

1. Methods and procedures for collection and analysis <strong>of</strong> labour market<br />

information introduced and adapted to <strong>the</strong> national requirements.<br />

2. Systems for labour market intermediation through web-based employment<br />

services fur<strong>the</strong>r developed, tested and approved.<br />

3. Measures (programmes and instruments) reviewed, adapted and<br />

tested concerning employment <strong>of</strong> individuals and vulnerable groups.<br />

4. Increased level <strong>of</strong> cooperation at national level within each country<br />

among stakeholders in <strong>the</strong> employment sector.<br />

5. Mechanisms and instruments fur<strong>the</strong>r developed for promotion <strong>of</strong><br />

self-employment within <strong>the</strong> target group.<br />
