2011 events. In particular labour migration has been an <strong>of</strong>ten suggested topic. The<br />
African Development Bank in particular is planning activities that cover <strong>the</strong> <strong>Maghreb</strong>.<br />
It is working on a needs assessment in different counties with regard to employment<br />
and for Tunisia it has introduced its Souk At-tanmia programme. The latter is an innovative<br />
development platform between <strong>the</strong> AfDB and several partners. Its main objective<br />
is to elicit and support ideas suggested by a broad spectrum <strong>of</strong> innovative<br />
young entrepreneurs who are aiming at setting up micro, small and medium scale<br />
enterprises. 6<br />
The regional perspective in this programme was a first attempt to bring <strong>the</strong>se<br />
three countries toge<strong>the</strong>r and <strong>the</strong> exchange has been useful but with few concrete results<br />
o<strong>the</strong>r than exchange. The PES’ have, in <strong>the</strong> first instance focused on <strong>the</strong> needs<br />
<strong>of</strong> <strong>the</strong>ir respective organisations. O<strong>the</strong>r donors and organisations who support <strong>the</strong><br />
three PES’ do consider <strong>the</strong> regional aspect useful and positive, which is not common<br />
in <strong>the</strong>ir individual assistance programmes.<br />
As part <strong>of</strong> <strong>the</strong> AF project ANEM, for example, organised a regional seminar on<br />
long term-unemployed, disabled people and young jobseekers in March 2010 (with<br />
<strong>the</strong> participation <strong>of</strong> Pôle emploi and <strong>the</strong> ILO). Although ANEM is appreciative <strong>of</strong> this<br />
initiative, ANEM has been more interested, more involved and more active in <strong>the</strong> two<br />
o<strong>the</strong>r components.<br />
The programme is sustainable in <strong>the</strong> sense that <strong>the</strong> acquired skills, knowledge<br />
and <strong>the</strong> improvement to systems enable <strong>the</strong> PES to improve <strong>the</strong>ir service delivery. If<br />
<strong>the</strong> PES can ensure sufficient human resources and ensure that <strong>the</strong>ir organisations are<br />
well-structured <strong>the</strong> sustainability will increase over time. The latter will also improve<br />
if <strong>the</strong> PES are in a position to provide more <strong>of</strong> <strong>the</strong>ir own financial resources to a future<br />
programme.<br />
From <strong>the</strong> regional perspective <strong>the</strong> programme is a first attempt to bring <strong>the</strong> three<br />
countries toge<strong>the</strong>r and provide <strong>the</strong>m with a platform for discussion. Once <strong>the</strong>re are<br />
<strong>the</strong>mes <strong>of</strong> mutual interest and benefit to all three PES will <strong>the</strong> support from a regional<br />
perspective be sustainable.<br />
3.7.2 Donor and International Agency Cooperation<br />
AF has informed both Pôle Emploi and ILO from <strong>the</strong> beginning about <strong>the</strong> programme.<br />
Pôle Emploi involvement in this project has been limited to presentations at<br />
various regional seminars and workshops. AF and Pôle Emploi exchange regularly<br />
with regard to various topics and <strong>the</strong>mes, for example on labour migration. ILO has<br />
been following <strong>the</strong> project with interest and is focusing in particular on youth in <strong>Maghreb</strong><br />
countries. It has hosted <strong>the</strong> preliminary regional seminar in Geneva but its fur-<br />
