1.2 Approach to <strong>the</strong> evaluation<br />
The evaluation will address five issues as prescribed by <strong>the</strong> ToR:<br />
Efficiency<br />
Effectiveness<br />
Ownership, including project management<br />
Cross-cutting issues and sustainability<br />
Main lessons learned and continued cooperation<br />
The evaluation will provide an analysis <strong>of</strong>:<br />
i) results <strong>of</strong> <strong>the</strong> country-specific assistance, including <strong>the</strong> specific points<br />
raised in <strong>the</strong> ToR;<br />
ii) results <strong>of</strong> <strong>the</strong> interaction among <strong>the</strong> three countries and <strong>the</strong> regional<br />
training programme;<br />
iii) <strong>the</strong> interface between <strong>the</strong> individual countries and regional activities.<br />
iv) conclusions and recommendations for future interventions will be developed.<br />
The team started work and has completed interviews with project management<br />
at Arbetsförmedlingen, including staff who have been involved in<br />
various technical assignments. The team also met with Sida and Arbetsförmedlingen<br />
jointly to discuss <strong>the</strong> background to <strong>the</strong> project.<br />
The team received all <strong>the</strong> documents related to <strong>the</strong> project and its implementation,<br />
including progress reports, minutes <strong>of</strong> meetings and workshops,<br />
and budget overviews. The team received Sida’s <strong>Maghreb</strong> strategy 2010 –<br />
2014 and its economic policy paper 2010 – 2014. In addition, <strong>the</strong> team was<br />
provided with a paper on Swedish – Tunisian cooperation in public employment<br />
services by <strong>the</strong> Ministry <strong>of</strong> Foreign Affairs.<br />
The team translated <strong>the</strong> ToR and all three countries have received a copy in<br />
order to prepare mission schedules. Team members are in daily contact with<br />
representatives <strong>of</strong> <strong>the</strong> public employment agencies and preparations are well<br />
underway.<br />
1.3 Relevance and evaluability <strong>of</strong> evaluation questions<br />
The team has discussed <strong>the</strong> Terms <strong>of</strong> Reference with Sida and Arbetsförmedlingen<br />
and proposed adding questions in <strong>the</strong> relevance and results/outcome<br />
areas to balance <strong>the</strong> different evaluation criteria; this proposal<br />
was agreed. These additional questions have been included in <strong>the</strong><br />
questionnaire (see annex 1).<br />
In addition, <strong>the</strong> meetings in Stockholm provided <strong>the</strong> team with additional<br />
information and clarifications:<br />
1. Arbetsförmedlingen has been implementing <strong>the</strong> project and has<br />
been <strong>the</strong> single provider <strong>of</strong> services. No o<strong>the</strong>r providers were engaged<br />
in <strong>the</strong> implementation.<br />
