Key Objective 2 This objective is achieved by three distinct means: 1 Providing guidance and direction in the development of equality strategies A) Codes of Practice The Equality Authority initiated work on three Codes of Practice during the year.These cover: Sexual harassment and harassment Access to pubs, nightclubs, hotels and restaurants Membership of golf clubs A participative process was established involving an invitation for submissions and meetings with relevant parties. Background research was carried out and drafting initiated. 2 Measuring progress towards equality A) Data Collection Issues There is a lack of appropriate quantitative and qualitative data across the nine grounds covered by the equality legislation. Such data is essential to the pursuit of equality. The Equality Authority commissioned a background paper on data issues. The report states that the key principles for data collection should be: To improve presentation and dissemination of existing data To improve systems for measurement, concepts, definitions and classifications To extend data collection to provide statistics where data gaps exist. In May 2000, "Building the Picture" was published as part of the Equality Authority's "Opinion Series". The launch of the Report included a Round Table discussion with relevant interests such as academics, representatives from the Central Statistics Office, the ESRI, Government Departments and equality interests.The report identified and discussed problems with data collection and how they could be addressed.
