progress in relation to equal opportunities.The Equality Authority held meetings during 2000 with the following objectives: • To inform Semi-State Bodies about the new employment equality legislation, the Equal Status legislation and the remit of the Equality Authority. • To share examples of good practice in equal opportunities. • To discuss some of the barriers to success. • To explore future challenges and how best to proceed in terms of the wider equality agenda. Key Objective 3 The meetings were attended by a wide range of Semi-State Bodies.A key issue arising from the meetings was the need to identify and share examples of good practice.The Equality Authority hosted a seminar on May 16th 2000 to bring Semi-State Bodies together to share their experiences in equal opportunities practices and outcomes.The conference focused on the themes of work-life balance, the management of diversity and on implementing equality reviews and action plans. Following the conference the Equality Authority has continued to liaise with the State Sponsored Sector and convened a number of meetings with Departments which have such bodies under their aegis with a view to fleshing out the role these Departments have to play vis-a-vis equality strategies within Semi-State Bodies. C) Equality Proofing A working group was established by the social partners under the Partnership 2000 agreement to develop approaches to equality proofing. Equality proofing is a means of bringing a focus on the nine ground equality agenda into planning, policy and provision. The Department of Justice, Equality and Law Reform convened the working group and the Equality Authority was represented. A report was produced recommending a learning phase and identifying a number of pilot initiatives.The working group was reconvened under the Programme for Prosperity and Fairness to support the implementation of these pilot initiatives. The Equality Authority has led a number of these pilot initiatives including: • A joint research project with the Combat Poverty Agency to support a focus on inequalities leading to poverty within the poverty proofing guidelines. Key Objective 3 • Work with the Community and Enterprise Directors and PLANET to develop a tool for equality proofing the work of the County/City Development Boards. • Work under the Strategic Management initiative to support an equality focus within Quality Customer Service work. 2 Resource an equality focus within policy formulation A) National Development Plan The Equality Authority is accorded a number of roles within the National Development Plan (2000-2001) including monitoring and implementing roles. In relation to monitoring the Equality Authority is represented on the CSF Committee, the Employment and Human Resources Co-ordinating Committee, the Equality and Social Inclusion Co-odinating Committee, and on seven Operational Programme Monitoring Committees. Monitoring work focuses on gender mainstreaming, implementation of actions targeting groups across the nine grounds and outcomes for groups across the nine grounds. In relation to implementation the Equality Authority has a role in implementing: • Family Friendly workplace support project. • Equality reviews and action plans to promote equality for women. • A research unit to assist equality outcomes from labour market measures, particularly for people with disabilities,Travellers and refugees. B) Employment Action Plan The Equality Authority prepared a paper on equality issues and the labour market to assist in the drawing up of the Employment Action Plan by the Department of Enterprise,Trade and Employment. page 58 The Equality Authority - Annual Report 2000 - Key Objective 3
