P E R T H A I R P O R T M a s t e r P l a n 2 0 0 9 The Airports Act 1996 requires Perth Airport to review its Master Plan every five years; hence the Master Plan 2009 is based on a review of the Master Plan 2004. While Perth Airport’s Master Plan is an accurate description of the status of planning at the date of publication, Perth Airport’s management processes involve continuous review of plans reflecting that the factors impacting the airport, including demand for services, are dynamic. 4.3 Perth Airport Planning Framework Given the critical role effective planning plays in ensuring the facilities at Perth Airport meet the public’s interests, WAC devotes significant resources to planning. Westralia Airports Corporation has an integrated planning framework that seeks to ensure that the interrelationships between the various plans are properly defined, assessed and incorporated into plans. The following flow chart provides a general description of WAC’s integrated planning framework. P E R T H A I R P O R T M a s t e r P l a n 2 0 0 9 Each of the elements of WAC’s Planning Framework is briefly described below: Ultimate Airport Master Plan A plan describing the current view of the ultimate airport estate once it is fully developed. The Ultimate Master Plan is informed by the Company’s strategic/business plan and the needs of stakeholders. The Ultimate Airport Master Plan is therefore periodically refined as the business changes. This plan extends beyond the planning period for the Master Plan. Master Plan A plan required under the Airports Act 1996, which is approved by the Federal Minister. The Master Plan defines the nature of development which can take place. The Master Plan is developed based on the Ultimate Airport Development Plan and is integrated with the statutory Environment Strategy. It also influences, and is influenced by, the surrounding land uses, surface access and infrastructure planning and development undertaken by other authorities. Environment Strategy A strategy approved by the Federal Minister. The strategy describes all potential environmental impacts, identifies areas requiring conservation and describes how WAC is meeting its environmental obligations at Perth Airport. The Perth Airport Environment Strategy 2009 was approved in September 2009. Sustainability Strategy The Sustainability Strategy, which is closely aligned to the Environmental Strategy, identifies the Company’s approach to controlling impacts on the broader environment, particularly in relation to controlling greenhouse gas emissions, water usage and waste minimisation. Celebrating Aboriginal Culture at Perth Airport A plan for the management of Aboriginal culture and heritage at Perth Airport. It outlines our approach to fulfilling our aims of the promotion of West Australian Aboriginal cultures and the management of Aboriginal sites at Perth Airport. It is reflected in the Environment Strategy and in turn influences the Master Plan. Infrastructure Plans High level plans for each key infrastructure/service components required for the airport estate to function. The Infrastructure Plans define the on-airport infrastructure and take into account reliability, sustainability and commercial objectives in addition to defining how the on-airport systems interface with off-airport infrastructure. Precinct Plans Define how each precinct will be developed. Precinct Plans are informed by, and are compatible with, the Master Plan, Infrastructure Plans and adjoining Precinct Plans. Development Plans The sub-division plans for the precincts and are also consistent with the Master Plan, Infrastructure and Precinct Plans. Site Development Plans Define the nature of specific developments on each lot within the precinct. Site Development Plans must be consistent with all planning levels, including the Master Plan. Other Plans In addition to the plans outlined above there are a number of policy level documents that apply to the development within the airport estate that are produced to address issues such as landscaping standards and architectural/design standards. 29
