Cooperation with religious congregations<br />
13.JRS may opt to join or support the initiative of another congregation,<br />
or take part in joint projects with other religious congregations.<br />
14.In every cooperative venture, JRS encourages religious congregations<br />
and their members to serve refugees according to their<br />
charism.<br />
Terminating or withdrawing from projects<br />
15.Once a refugee situation is judged no longer to require the<br />
intervention of JRS, a program may be closed. Alternatively, the program<br />
may be transferred to the local <strong>Jesuit</strong> Province, if its capacity<br />
and willingness are evident. The project may be handed over to the<br />
local Church, or to an international or local agency (see 19, b and 20, b).<br />
B. Modalities of the Society's service to refugees<br />
16.The Society of Jesus exercises ultimate responsibility for JRS.<br />
17.The General Congregation appeals to all Provinces to support the<br />
<strong>Jesuit</strong> <strong>Refugee</strong> <strong>Service</strong> in every way possible, 5 and JRS very much relies<br />
on that support.<br />
18.The commitment of the whole Society to JRS may be expressed<br />
and organised in various ways, according to the principles in nos<br />
19, 20 and 21.<br />
The international JRS<br />
19.In areas of acute or pressing refugee need, or where the local<br />
<strong>Jesuit</strong> Province lacks sufficient resources or, because of other demands,<br />
cannot offer service to the refugees:<br />
a. The JRS, as an international agency, has the capacity to respond<br />
quickly, flexibly and with autonomy, as an approved body of the<br />
Society.<br />
b. The decision to undertake or to terminate such activities is made<br />
by the JRS International Director after dialogue with the Provincial(s)<br />
in the region.<br />
