35.Approval from the Regional Director (or the International<br />

Director) is needed for a project to employ the name "<strong>Jesuit</strong> <strong>Refugee</strong><br />

<strong>Service</strong>", "JRS", or to use the JRS logo.<br />

Regional councils<br />

36.Each Regional Director, whether appointed by the international<br />

JRS or appointed regionally for autonomous JRS programs, is to be<br />

supported and advised by a council. Regional Directors responsible<br />

to the international JRS should propose a list of council members to<br />

the International Director for approval and appointment. Autonomous<br />

JRS regions are to have a comparable structure, with a committee or<br />

governing board or group of consultors who meet regularly.<br />

National and Project Directors<br />

37.In countries where JRS has major refugee projects, Regional<br />

Directors may appoint National Directors to assist them, after<br />

consulting the International Director. National Directors report to<br />

Regional Directors, and may be <strong>Jesuit</strong>, religious or lay. They oversee<br />

the implementation of country projects. They are responsible for<br />

relations with the local <strong>Jesuit</strong> communities and other religious<br />

communities, as well as for relations with national local Church,<br />

civil authorities, local representatives of international organisations<br />

such as United Nations High Commissioner for <strong>Refugee</strong>s (UNHCR),<br />

and other representatives of non-government organisations. They<br />

develop staff job descriptions and care for the working, living and<br />

safety conditions of JRS personnel. They explore new needs of refugees<br />

on the national level, and promote research.<br />

38.With the agreement of Regional Directors, National Directors<br />

may appoint Project Directors responsible for a local project and its<br />

staff. A Project Director is responsible for the JRS team's relations<br />

with the local refugee population and with local authorities.<br />

<strong>Jesuit</strong> Province Coordinators<br />

39.Each <strong>Jesuit</strong> Province is to have a JRS Coordinator, or Contact<br />

Person, appointed by the Provincial in consultation with the Regional<br />

Director (or if there is not one, with the International Director). The<br />

JRS Province Coordinator maintains regular contact with the Regional<br />

and International Directors and is responsible for circulating<br />
