The council of the International Director<br />
23.The International Director is advised by a Council of three<br />
or four <strong>Jesuit</strong>s, who are his consultors. They are appointed by the<br />
Superior General and serve for unspecified terms. Together with the<br />
International Director, they also serve as the administrative board of<br />
the <strong>Jesuit</strong> <strong>Refugee</strong> <strong>Service</strong> Foundation.<br />
The international office<br />
24.The International Director heads the international JRS office<br />
at the Curia of the Society. He appoints staff and consultants, assigning<br />
to each a clear role and function.<br />
Regional Directors<br />
25.The Regional Director's position may be filled by a <strong>Jesuit</strong>, a<br />
religious or a lay person. Regional Directors are appointed in one<br />
of two ways, depending on kinds of the programs they direct. The<br />
procedures for these appointments will be detailed in a written agreement<br />
with <strong>Jesuit</strong> Major Superiors for that region.<br />
26.The first mode of appointment is one initiated by the international<br />
JRS (cf. 19. above). Father General, in consultation with the<br />
International Director and the relevant Provincial(s) or Regional<br />
Superiors, appoints a Regional Director who is directly accountable<br />
to the International Director, while also maintaining close relationships<br />
with the local <strong>Jesuit</strong> Provincial(s).<br />
27.In this case, the Regional Director is responsible for JRS activities<br />
in the region, including setting up and closing down projects; also<br />
for recruitment, orientation, placement, support and termination of<br />
workers; for preparing funding applications, evaluating and reporting<br />
on work done; for public relations; for maintaining the profile<br />
of JRS in the region and developing good relations with the local<br />
<strong>Jesuit</strong> Province(s), and also with Church and civil authorities; and<br />
for communications, research and public education concerning the<br />
needs of refugees in the region.<br />
28.The second mode of appointment applies when a Provincial<br />
or Conference of Provincials is responsible for a JRS regional program<br />
(cf. 20 above). Here the initiative in appointing a Regional Director<br />
