c. A written understanding or a partnership agreement will be arranged<br />
with the local Provincial(s), setting out priorities and the way JRS is<br />
to operate in that Province or region.<br />
d. Such programs and regions of the international JRS report directly to<br />
the International Director and are supported by the international office.<br />
Local or autonomous JRS programs<br />
20.In other areas, where the needs are not so overwhelming, or<br />
when the Province or Assistancy has the resources to undertake<br />
programs of service:<br />
a.Provinces and Assistancies may undertake a JRS project, assume<br />
responsibility for it and assign personnel to it.<br />
b.Programs using the JRS name should only be undertaken or<br />
terminated after consultation between the Provincial and the JRS<br />
International Director, formalised in a written agreement.<br />
c. Such programs will be supported by the international office.<br />
Non-JRS programs serving refugees<br />
21.Each <strong>Jesuit</strong> institution and individual <strong>Jesuit</strong>, together with<br />
their collaborators, is urged to take initiatives in support of refugees.<br />
If an agreement has not been reached with JRS, responsibility for the<br />
initiative lies wholly with the one who undertakes the project. The<br />
JRS name and logo should not be used unless written permission is<br />
first obtained from the International Director. Nonetheless JRS,<br />
through its international and regional offices, is available to advise,<br />
encourage and, if necessary, co-ordinate such projects.<br />
C. The organisational structure of JRS<br />
The International Director<br />
22.The International Director of JRS, who must be a <strong>Jesuit</strong>, is<br />
appointed by the Superior General of the Society and is accountable<br />
to him directly. The International Director serves for an indefinite<br />
term, normally not more than eight years. His responsibilities include<br />
promoting the Society's refugee ministry and providing the<br />
necessary leadership. He is responsible for all apostolates that carry<br />
the JRS name. He represents JRS in relation to other Church and<br />
international agencies. He determines the boundaries of JRS regions<br />
and must give approval before regional offices are established.<br />
