Governor of the Commonwealth of Pennsylvania :<br />

Sir :—In compliance with the requirements of an act, entitled "An Act<br />

providing for the health and safety of persons employed in coal mines,"<br />

approved 3d day of March, 1870, I have the honor to submit herewith my<br />

annual (tabulated) report of casualties resulting in death or serious personal<br />

injuries; also, the number of widows and orphans caused by said<br />

casualties in this district, for the year ending December 31, <strong>1873</strong>. The report<br />

will also contain the following items, each bearing on the matter of<br />

the safety of persons employed in and around coal mines, to wit<br />

A tabulated report showing the result of the testing of all the safet} 7<br />

catches in use on hoisting carriages in shafts in this district ; also plans of<br />

some of the best sort in use at present ; also a list of the most important<br />

improvements that have been made during the year, and of those in progress<br />

at present ; a statement of the coal production of the district, in the<br />

aggregate ; a recapitulation of the casualties, showing the ratio of deaths<br />

and serious injuries to the quantity of coal produced ;<br />

also to the number<br />

of persons employed in the district.<br />

In my report for 1872 a brief report or description of each colliery was<br />

given. In my report for this }r<br />

ear, (<strong>1873</strong>,) I have thought it unnecessary<br />

to repeat those descriptions, &c, but will give, under the head of improvements,<br />

a brief account of any material change that has taken place at<br />

either of them during the year, &c.<br />
