wants a clear division of responsibilities<br />

a model for decisions before, during and<br />
following an emergency are fundamental<br />
requirements for emergency management.<br />
This was expressed in the concluding report<br />
from the ivA project emergency management<br />
foresight. The project, aiming to find<br />
a new approach to bring about concrete<br />
changes in sweden’s management of emergencies,<br />
has been under way since 2006 and<br />
the concluding report was issued in february<br />
<strong>2008</strong>.<br />
Market orientation<br />
– myths and opportunities<br />
with the support of iva and others, the mTc foundation<br />
(stiftelsen marknadstekniskt centrum) has produced a book<br />
on the myths and opportunities of market orientation. Professor<br />
lars-gunnar mattsson, stockholm school of economics<br />
and member of ivA’s division vi, is the book’s editor. The<br />
book’s main thesis is that companies must be market-oriented<br />
to be able to grow and be profitable. But market orientation<br />
requires an understanding of how markets work and change. in<br />
this book, leading swedish market and marketing researchers<br />
express their views on market orientation’s myths and opportunities.<br />
The book deals with how market orientation is affected<br />
by things like globalisation, information and production technology,<br />
service development, economic policy and the connection<br />
between cooperation and competition.<br />
important practical requirements include securing<br />
essential infrastructure through agreements<br />
with the owners, and developing procedures<br />
for emergency logistics, particularly<br />
for food and medicines. cooperation between<br />
players working with transport systems and<br />
within other sectors needs to be improved.<br />
Another important conclusion from the<br />
project is that sweden should invest in research<br />
and education for future emergency<br />
preparedness and management. society needs<br />

tives for emergency management and create<br />
the necessary conditions for better evaluation<br />
and criticism of processes. in a crisis, public<br />
service announcements should be able to<br />
communicate independent and credible information,<br />
and mobile phones and Pcs should<br />
be used as receivers for important messages.<br />
At a concluding conference in february<br />
<strong>2008</strong>, sweden’s minister for defence, sten<br />
Tolgfors, announced that the new swedish<br />
emergency management Agency (msB)<br />
would be formed in 2009.<br />
Quality project will highlight<br />
Swedish quality<br />
sweden’s ability to be competitive is dependent on the<br />
constant improvement of goods, services and processes. in<br />
<strong>2008</strong> ivA conducted a preliminary study in cooperation with<br />
the swedish institute for quality (siq) with chairman svenchrister<br />
nilsson taking the reins. The aim is to create a current<br />
picture of what quality stands for today, describe where<br />
sweden’s quality work stands in the world and<br />
what effect quality work can have on swedish<br />
competitiveness. The preliminary<br />
study consists of interviews,<br />
research and meetings.
