‘‘The Academy’s mission is to promote
the engineering and economic sciences
and the development of industry for
the benefit of society’’
ivA is an independent arena for the exchange of knowledge. By initiating and stimulating
contacts between experts from different disciplines and countries, the Academy promotes
cross fertilisation between industry, academia, public administration and various interest
groups. Bringing people together to take part in lectures, conferences, research exchange
and other projects, serves to generate new ideas and knowledge.
The Academy has a longstanding tradition of highlighting the implications of strategic choices
that, in various ways, are affected by technology, the economic consequences of new technology,
and prerequisites for sustainable development.
ivA’s network consists of distinguished engineers and economists from business and
industry, education and public administration. with close to 1,000 swedish and foreign
members elected to the Academy by their peers and about 200 members in ivA’s
Business executives council, the Academy constitutes a highly competent knowledge
bank. his majesty king carl xvi gustaf is the patron of ivA and takes an active part in
Academy activities.
engineering sciences as
a positive force for the future
It’s an exciting time to be the new President of the Royal Swedish Academy
of Engineering Sciences, IVA. When I took over in the summer of 2008, I knew
that my tenure as President would involve great challenges – for me and the
Academy. Here at the Academy we can do our part by taking on the challenges
that exist in creating new energy systems and meeting the need for new solutions
in the transportation sector. We can also play an active role in finding
formulas to make the best possible use of Sweden’s strong position in IT and
Internet services. We also need to help strengthen innovation in the growing
global competition.
But i couldn’t imagine as i took up my post that
the changes in the global economy would be
so swift and drastic. our Academy, however,
has the potential to assist in the task of finding
practical solutions to many of the challenges
we face.
if we look at past experiences – both in
ancient and modern history – the engineering
sciences have a very good track record in
creating solutions to meet people’s needs in a
growing world. when stockholm had 60,000
residents in the mid-1700s, the city was viewed
as over-populated and an unhealthy place to
live. Today we have more than 10 times the
number of people in the city and many times
more in the region. now the biggest problem
seems to be keeping up with construction of
new housing for those who want to move
here. Better communications, effective water
purification and modern buildings have made
this metropolis an attractive environment in
which to live.
engineers work in the service of mankind
and the engineering sciences are therefore no
better from a moral standpoint than humanity
in general. This means that sometimes technologies
are created that have unfortunate, even
tragic consequences. we all have a responsibility
to ensure that creativity and knowledge in
our field contribute to sustainable and peaceful
development. democracy and an open debate
give us hope that this is possible. here, ivA can
contribute by creating forums where people
with different skills and opinions can discuss important
issues affecting the future. within ivA it
has always been permitted to question and put
forward ideas and suggestions, even when they
are not fully developed. This is and will remain
one of the Academy’s important functions.
in 2008 we were all affected by economic
uncertainty and gloomy forecasts. for the engineering
sciences and not least for ivA, this situation
means that the demands on creativity are
going to be tough. ivA will act on a broad front
to meet these demands, both with traditional
means and in entirely new ways. in two important
areas – energy and transportation – ivA
launched new, large and ambitious projects in
autumn 2008 that will aim to create a strong
foundation for sweden’s eu Presidency in Autumn
2009. Thanks to the considerable trust
that ivA has built up over the years, we have
been able to attract people of excellence to
this project, like many others. As a meeting
place and catalyst for sweden’s leading engineers,
economists and entrepreneurs, we have
a unique ability to stimulate development in
technology and the social sciences. These may
be lofty words, and they mean we have an even
4
loftier responsibility. i can promise, however, that
we will approach our duties with humility.
in one particularly important area sweden
needs to make a clear change if we are to
build a creative future in the longer term. we
need to find ways to improve recruitment to
engineering education where application levels
are alarmingly low. i am convinced that the
engineering community needs to demonstrate
good examples to attract young people who
are thinking about their future. studies usually
show that young people want to work with
people, and this is expressed in particular by
young women. Technical sciences and engineering
are today marketed in such a way that they
can easily be perceived as introverted or even
problem creators. This is particularly true of iT,
an area that needs to attract many more young
people to its education programmes. we need
to show the reality where engineers instead use
their creativity and expertise to solve problems
and improve the quality of life for people. if you
want to save the world, become an engineer!
development towards a creative future
where engineering is a strong and positive force
is what ivA wants to drive and market – not
only to young people, but to all parts of society.
This is a challenge, but a very stimulating one –
both for me and for ivA.
A year at ivA
in a year a lot happens at ivA. The calendar is filled with meetings, seminars, visits and trips. As always, the scope of both activities and
participation is broad, not least within the Academy’s twelve subject-based divisions. each division holds four meetings a year. The Business
executives council arranges a number of breakfast meetings and ivA’s projects arrange seminars, workshops and debates. each of these
meetings provides a forum for the exchange of opinions and experiences and the development of ideas. They also help to build bridges
between the academic, business and political spheres. most of ivA’s seminars are open to anyone wishing to attend. here are some
9
sweden has a long tradition of innovation.
According to the European Commission’s
Innovation Index, Sweden is No. 1 in the world
at innovation. However, the same study shows
that we are not as good at commercialising
innovations.
As a result of the recession and the financial
crisis, we are facing great challenges. Innovation,
research and technological development are of
utmost importance if we are to pull ourselves
out of the tough situation that is affecting the
entire world. Many of the solutions to environmental
problems, energy efficiency and other
great challenges will be found in our ability
to believe and invest in innovations. Research
grants and venture capital are essential in order
for innovation to progress to entrepreneurship,
commercialisation and businesses.
During the year IVA ran and concluded several
research and innovation projects. One major
task was giving input to the Government’s
research bill. The Academy’s divisions also
arranged numerous seminars on the theme.
In discussions within the framework of IVA’s
projects, seminars and other meetings, we are
continuing to seek innovative solutions in the
interface between Academia and the business
community.

esearch and innovation foresight:
conclusions for sweden’s future
research and innovation systems
iva and vinnova concluded their joint
Research and innovation foresight project
in march 2008. winter 2008 was spent on
drawing conclusions and drafting requirements
for future swedish research and innovation
systems in a final report based on the
comprehensive materials generated in 2007.
The most important considerations for
sweden’s future research and innovation system
were strongly emphasised in the final
report and at the concluding conference on
11 march. They were: autonomous universities,
strategic investments in excellent research
environ ments and financial structures
for inter national competitiveness.
The goal of ivA and vinnova for the Research
and innovation foresight project was
to create the best possible background and
input for the government’s research bill. This
bill was presented in october 2008 and contained
several proposals in line with those
drafted by the project. most notably the addition
of “strategic investments” and greater
longevity for important research environments.
Another cornerstone in the requirements
laid out in Research and innovation foresight
was to make universities more autonomous;
an issue recognised by the government
through a commission that worked during the
year and presented its report in december.
The Research and innovation foresight
project emphasised in its final report four
concrete proposals for solutions to make
sweden competitive globally in the future. The
project’s chairman, jan-eric sundgren of volvo,
presented these at the concluding conference
in march.
–The structure for the state funded research,
development and innovation system
should be long term, stable and sufficient to
jan-eric sundgren, senior vP at AB volvo was the project’s chairman. Per eriksson, director general at
vinnova was also a member of the steering committee.
development in the innovation system should
be as beneficial as possible. The possibility
of allowing tax breaks for donations for research
and for companies conducting research
should be reviewed.
The project’s final report also included a
general proposal that the government should
use public procurement strategically to promote
the development of innovations that
solve society’s problems. such a strategy would
give innovative companies permissable government
support at the same time as it would
address important societal issues. in order to
implement this strategy, long-term changes are
needed in both structures and attitudes.

RTf focusing on eu
research programmes
eu research provides important results, both
in the form of knowledge and by enabling the
participants to influence future standards. The
eu’s programmes also make it easier from a
financial standpoint to create demonstrations
of new technical solutions, which is otherwise
difficult for individual companies or research
centres. The main problem is the slow processing
of applications. This was expressed by participants in ivA’s Royal
Technology forum 2008. small and medium-sized businesses have
their own form of support within the eu’s framework Programmes,
an opportunity that has increased their interest in becoming more
research oriented.
in 2008 iva launched a project to give
sweden an opportunity to learn from processes
used in other countries to prioritise
strategic research areas and provide these
with the appropriate resources. in order to
document the processes in other countries
an e-mail survey is being conducted during
the winter. This will be followed up by three
as a preliminary exercise for the project
on prioritisation within research and innovation,
ivA arranged a colloquium with national
and international participation. The colloquium
was organised to provide a forum
for an international exchange of experiences
and to generate ideas on how to structure
the task of prioritisation. issues discussed
were the structure of the research system,
Priorities for research and innovation
interviews per country. The aim is to learn
how ministers and civil servants act on the
recipient side and how research councils and
institutes work to execute research strategies.
As targets for the study ivA selected a
number of countries with clear similarities to
sweden: the netherlands, finland, switzer-
twelve new municipalities became members
of nTA. Today there are 93 members, 84 of
which are municipalities. The purpose of nTA
is to spark curiosity and increase interest
among both teachers and school children in
science and technology. ivA and kvA are jointly responsible for the
continuous development of the educational content in nTA. evaluations
of the programme have shown that their efforts have been
a success – school children who have worked with nTA themes
weyhenmeyer, the Research foundation of
the state university of new york, usA; and
magnus Breidne, sweden’s science & Technology
lena gustafsson, vinnova:
collaboration – a key to success
Sweden can bridge the gap between research and commercial success by coordinating
initiatives from Vinnova (Swedish Governmental Agency for Innovation
Systems) and other agencies, both among the agencies and with independent
organisations such as IVA. A key factor is greater collaboration between
companies, research institutes and universities. Lena Gustafsson, acting Director
General for Vinnova, believes Sweden has great potential to play a key role
in the global conversion to new sustainable technology.
“we are in a strong position in sweden; proof
of this is us Ambassador michael woods’ efforts
to gather up swedish know-how on renewable
energy and green technology. sweden
has considerable engineering expertise in
these areas and has established an industry
within the sector usually called cleantech. But
there are many issues to resolve surrounding
intellectual property rights, networking and
other business-related challenges if this sector
is to experience real growth. one problem is
that small businesses often lack the resources
to manage this on their own.”
lena gustafsson talks of vinnova’s ability to
help create networks and structures and provide
support so that small swedish companies
can also establish themselves in markets
outside sweden and europe, while continuing
their development in sweden.
“our country must remain attractive for
the growth of both swedish and foreign companies.
one interesting example to watch is a
collaborative effort to develop biofuel production
in Piteå in sweden and michigan in
the us. knowledge environments are being
built in both countries, and this is enabling
sweden to further develop its role as a technology
exporter. if successful, this could be
an interesting model. As a small country we
are heavily dependent on both exporting and
having access to capital from big nations.”
lena gustafsson highlights the opportunities
for parallel initiatives from vinnova and ivA.
»IVA, which is an
entirely independent
organisation, can play a
very important role in
moulding public opinion
and creating policy«
“ivA, which is an entirely independent organisation,
can play a very important role in
moulding public opinion and creating policy.
one of vinnova’s strengths is the resources
we have to invest in research and innovation
– almost sek 2 billion. our mission is to use
these funds to develop the swedish innovation
system, an important aspect of which is
research that meets the needs of society and
industry.”
one example is a programme called
Research&grow (forska&väx) that provides
small and medium-sized companies with support
to conduct R&d themselves or in cooperation
with others.
“most of vinnova’s programmes involve
collaboration between researchers and entrepreneurs
at universities, within companies, at
research institutes and among other players
in society. This fosters commercialisation of
12
research results. other important ventures
that are in need of public funding include
the production of demonstration and reference
facilities or plants. vinnova has no resources
specifically allocated for this, but it
is an important need, particularly for small
companies in the cleantech field,” says lena
gustafsson.
lena gustafsson has a background in
biotech research and is a member of ivA’s
division x: Biotechnology. she was executive
vice President of chalmers university of
Technology for just over three years and she
noted that the fields in which the university
excelled were often characterised by crossfertilisation,
which she believes is important
in order to meet important challenges. But
fresh ideas are needed in technology education
to bring in future technologies, researchers
and entrepreneurs.
“when we talk to young people they are
very aware of the need for new solutions in
society and that it’s important to think in an
interdisciplinary way to meet the needs that
people have. if we incorporate their attitudes
into the process of changing education and
research, we will surely be able to generate
more interest in science and technology education.”
one important task over the next few
years will be to transform transportation
systems. ivA is making a major investment in
the new project “Transport 2030” in which
lena gustafsson will participate.
“we are facing great changes in community
planning, fuel, vehicle technology and transport
systems,” says lena gustafsson. “Perhaps
a large portion of personal transportation
will go to the service sector by people buying
transportation solutions instead of their
own cars.”

mentor programme:
mentor4Research gives
a broader perspective
the mentor programme, mentor4Research,
organised by ivA and innovation Bridge, was
expanded in 2008 to include a centre in
gothenburg. Previously stockholm, uppsala
and linköping-norrköping have been centres
for the programme.
The 2008–2009 programme is the fourth
round for mentor4Research, the purpose of
which is to increase cooperation between
academia and the business community and
improve the prospects for commercialising
research results. The mentors are therefore
business-minded individuals who have been
hand-picked to provide optimal support for
the researchers/business novices in capitalising
on the commercial aspects of their research.
in total the programme involves more
than 35 researchers and as many mentors.
This means the programme is four times
the size of the first round in 2005–2006.
åsa wheelock, ki, winner of a research scholarship of sek 100,000, with her mentor Bo möllstam.
The third round, concluded in 2008, involved
just over 20 researchers and as many mentors.
At the concluding conference on 20
may, åsa wheelock at karolinska institutet
knowledge is good and necessary –
but today it’s everywhere, and it’s cheaper
in many other countries. This is why sweden
needs to teach creativity and provide momentum
for innovation. This realisation was
a foundation for the work of ivA’s industrial
Research committee (ifg) in 2008.
“A new idea is knowledge which is combined
with information in a new way,” said
author and lecturer Teo härén at ifg’s seminar
in conjunction with the annual Assembly
of the Academy on 27 november.
“we need to start teaching about this
14
was named the winner of the sek 100,000
research grant. åsa wheelock’s mentor was
Bo möllstam, a consultant in intellectual
property law.
ifg highlights innovation
and creativity
combination when we teach entrepreneurship.
Today, it’s still the people who have a
head full of facts and figures who are rewarded
and admired; not those who think
innovatively,” Teo härén pointed out.
But the seminar included a presentation
by a swede who did think innovatively and
who was recognised for it. Professor gunnar
Asplund discovered a method for more efficient
electric power transmission, hvdc
light. his innovation paved the way for ecofriendly
energy production in the sahara and
other locations far from the market.

division meetings
on innovation
Div.VII on 5 February:
Changing places is creative
creativity is fostered by greater mobility between leaders in industry and the public sector.
This was the opinion voiced by many at a meeting held on february 5 by division vii:
Basic and interdisciplinary engineering, about leaders who switch tracks during their
career. By changing a few rules, such as public access to job openings in the public
sector, we could boost mobility between the two sectors. changing work responsibilities
within an organisation and promoting alternative career paths may also lead to a
more creative environment.
Div. V on 22 April:
Basic industries’ contribution
to innovation in society
Basic industries in
sweden are still
successful across
the board, from
mining to steel and
paper production.
This proves that
the basic industries
have managed to
deliver innovations
to the market, according to ivA’s division v:
mining and materials, which arranged a meeting
on 22 April to look at innovation within
the basic industries. how do the innovation
systems in basic industry differ from those
in other areas? The aim of the meeting was,
among other things, to see what different basic
industries can learn from each other and
from other technology fields, and to discuss
what an innovation system for basic industry
should look like.
Div. IV on 14 February:
Research and development in the chemical industry
Trends in the european chemical industry provided the theme for a division meeting on 14 february
held by division iv: chemical engineering. Research director at BAsf, stefan marcinowski, described
how his company is building up its R&d to handle the competition in the globalised chemical industry,
which is already the arena for european companies. Representatives from swedish chemical companies
Div. III on 5 November:
Innovations – Why do some
succeed while others don’t?
is it possible to
organise the
introduction of new
ideas, and are there
strategies that make
people accept a
new work method
or a new technology
that becomes
available? should we
take radical steps or small ones in consultation
with users? These questions were addressed
at a meeting held by division iii: Building and
construction, on 5 november. one goal for
the meeting was to promote better communication
between academia and industry
to give the research community’s innovative
ideas a greater chance of becoming successful
products. As a starting point for discussion,
examples were used from areas such as
mobile iT use and construction planning.
15
Div. I on 11 November:
Design for success – Innovative
develop ment of products and services
design improves
functionality of
goods and services.
But it can do more
than that. if successful,
a good design
can create “magical
moments” that generate
enthusiasm
among customers
and exceed their expectations. This opens the
door for breakthroughs in new technology. At
the meeting arranged by division i: mechanical
engineering a series of skilled industrial designers
explained the significance of design for
how innovations are received by users. Apart
from functionality, it is also important to send
the right message about a product and a supplier.
The choice of materials is a key issue for
the designer; a choice that is greatly important
for function ality, appearance and durability.

energy and environmental issues have been
front and centre for IVA ever since the Academy
was founded in 1919, and they remain so
today. The energy supply issue will be a critical
one for both Sweden and the rest of the world
for the foreseeable future. Numerous environmental
challenges need to be dealt with and
there are still many problems to solve. IVA can
help find solutions in various ways; for example,
by assembling players who can influence
development in this area.
During the year the Academy arranged activities
directly linked to environmental and energy
issues. The Environmental Foresight project delivered
its conclusions and ideas at a breakfast
meeting attended by Minister for the Environment,
Andreas Carlgren. The Energy Crossroads
project, aimed at developing strategies for
Sweden’s energy systems in a new climatic
situation, was launched in September. A joint
programme of IVA and the Chinese Academy
of Engineering (CAE) for renewable energy
research exchange has provided opportunities
for a number of exchanges between Sweden
and China. The Academy’s divisions have also
arranged meetings and open seminars focusing
on energy and the environment.

scientist exchange programme:
Active collaboration with china
iva is running a joint initiative with its
chinese counterpart, the chinese Academy
of engineering (cAe), in the form of a scientist
exchange programme focusing on renewable
energy and environmental work. The
programme involves both short visits of 1–5
weeks funded by sidA, and longer research
exchanges lasting up to one year, where the
swedish portion of the programme is funded
by the swedish energy Agency. in 2008 ivA’s
new President, Björn o. nilsson, and secretary
to the Academy, Per ödling, visited cAe.
during the year numerous scientists took
part in this active and extensive programme.
Two workshops were held in china and
two in sweden during which field trips were
made to generate more contact between
swedish and chinese scientists.
The first delegation, on the theme “energy
and climate change”, headed to china
in march with scientists from many swedish
universities.
sweden can continue to be a prominent
nation in global environmental efforts. But
for this we need strong leadership in both
private and public organisations.
The final report from the ivA project
environ mental foresight presents a number
of proposals for actions various players
should take to help make sweden competitive
in environmental initiatives and green
technology. The project proposes a focus on
a number of important areas: power trans-
A chinese delegation visited sweden in june
to discuss renewable energy and environmental
issues with swedish scientists. The
delegates came from universities, companies
and research centres.
Another visit to china, this time on the
theme of “Bioenergy and environmental impact,”
took place in september with delegates
from kTh, chalmers university of Technology,
lTu, lund university, sTfi-Packforsk AB, slu,
umeå university and sP Technical Research
institute of sweden.
environmental foresight:
among other venues.
mission and energy efficiency, bioenergy, and
building infrastructure and system solutions
that are sustainable in the long term.
The project emphasises the need for initiatives
to promote both the supply and demand
for green technology solutions. This in
turn requires a clear distribution of responsibilities
between industry and the government.
The government and Parliament hold
the master key for development; for example,
the responsibility for creating long-term
in november a chinese delegation visited
sweden focusing on the climate change
theme. The delegates were from chinese universities
and organisations within the fields of
meteorology, climate and engineering sciences.
in addition to visits by large delegations,
a number of trips were made by individual
scientists during the year. interest in contact
and co-operation is high on both sides and
collaboration between ivA and cAe will be
at least as extensive in the future.
division meetings on
energy & environment theme
Div. II on 7 February:
The carbon issue
sweden’s position
on the carbon issue
was the theme of
a meeting held by
division ii: electrical
engineering, on 7
february. The aim
was to highlight
trends and international
agreements,
discuss the significance of various types of
legislation on industry and society and the
effectiveness of various measures in reducing
the climatic impact of carbon dioxide. one
point of view was that sweden would
perhaps do most good for the environment
by exporting technology and knowledge to
other countries within the eu.
Div. XII on 23 April: IT – Threat or
opportunity for the environment?
iT can be used to
save energy, for
example by enabling
people to exchange
information and
attend meetings
online instead
of using physical
transportation, and
through better
travel planning. making iT technology itself
more eco-friendly and climate smart to a
large extent involves using common sense and
simple measures, such as putting computers
in standby mode when they are not in use.
These were some of the ideas expressed at
a meeting held by division xii: information
Technology, on 23 April.
19
Div. II on 4 September:
Cleaner, more economical
and safer cars
Better variables for the
number of revolutions in
automobile engines can
make them more energy
efficient. Better control of
fuel injection using sensors in
the cylinders can tell us what
is really going on inside the
engine. Another way of making
automobile travel more
efficient is to have models for
continuous route planning.
These were among the facts
presented during a meeting
held by division ii: electrical
engineering, on 4 september.
Div. II on 23 April: Lighting – Brighter
times, economical times
in 1854 watchmaker
johann
heinrich goebel
invented the light
bulb. 150 years
later the technology
of a filament in
an evacuated glass
container is still the
most widespread
in the world. in a light bulb 95 per cent of
the energy is used for heat and only 5 per
cent for light. during a seminar arranged by
division ii on 23 April breakthroughs in new
lighting technology were presented. one
example is led bulbs that generate 95 per
cent light and 5 per cent heat, which means
significant potential for improved efficiency.

tomas kåberger, swedish energy agency:
huge potential to cut energy costs
Tomas Kåberger has been involved in energy issues of an industrial and
financial nature for many years, as a scientist, but also within the bioenergy
industry. He has been Director General of the Swedish Energy Agency since 1
March 2008.
The swedish energy Agency supports a
number of large projects and programmes
to improve efficiency in energy consumption.
Among other things, the agency is
co-financing ivA’s energy crossroads, a
project to develop strategies for sweden’s
energy system in a new climatic situation.
Tomas kåberger believes that sweden
needs to produce more electricity and
heat from renewable energy and at the
same time work towards improving energy
efficiency. investing to save energy cuts
costs.
“in the swedish energy Agency’s programme
for energy efficiency in electricity
intensive industries, companies are investing
sek 1 billion to cut electricity consumption
by one terawatt-hour per year.
This is just one fifth of the investment to
produce the same amount of energy with
new nuclear or wind power. The potential
is huge, especially for the housing sector.
Tomas kåberger hopes that sweden
can take the initiative at the political level
as well. in 2009 sweden will take over
the eu Presidency and the same year, the
un’s climate conference will take place in
copenhagen.
“sweden has traditions and expertise
that set us apart from other countries, including
those within the eu. The bioenergy
field is one example; sweden has been
working for a long time with bi-products
from forests and agriculture, while elsewhere
in the eu, when they talk about
more bioenergy they are usually referring
»Sweden has traditions
and expertise that set
us apart from other
countries«
»IVA can be of benefit,
with its ability to
help create industrial
constellations through
its networks«
to specially-cultivated crops. it’s important
that sweden’s representatives manage to
explain the strategy of our forest industry.
Taxes on fossil fuels helped create a market
for bioenergy in sweden earlier than in
other countries. competition, rather than
subsidies, encouraged companies to find
bi-products instead of using energy crops,”
says Tomas kåberger.
“now we have the opportunity to develop
wind and solar energy as well. Perhaps
we can be even more successful in
developing our manufacturing industries
when the demand is growing globally.”
a possible future scenario that Tomas
kåberger sees is one in which sweden
21
expands, for example, its wind power production
significantly and then sells energy
to countries on the continent.
“This would lower the price of electricity
in sweden, provide climate benefits and
at the same time be a boost for excellent
swedish companies such as skf and ABB.
But we need a combination of researchmarket-industry
to bring about this development.
only when all of these interact
can positive things really start to happen.”
Tomas kåberger believes sweden is in a
strong position to take the lead in industrialisation
projects within the energy sector.
industrialisation opportunities are, according
to Tomas kåberger, a key issue for
successful development of the energy sector
– and there is a central role for ivA to
play here.
“sweden has excellent researchers and
technology suppliers within the energy
sector, but we have not been as successful
at exploiting this for industrialisation. This is
where i believe ivA can be of benefit, with
its ability to help create industrial constellations
through its networks.”
tomas kåberger also emphasises the
importance of ivA involving professionals
working in industry.
“if ivA is to be able to make concrete
contributions in the industrialisation of
new technology, professionals working in
industry need to be involved. in division
iii: Building and construction, where i’m
a member, we have worked hard to find
themes for our meetings that can attract
people working in industry to take the
time to participate. we have also managed
to raise the level of attendance at our
meetings.”

energy crossroads:
important choices based
on knowledge and discussions
sweden and the eu need to make some
important decisions on energy in the near
future. considerable knowledge on the subject
exists and research is ongoing. however,
coordination between researchers, decisionmakers
and the market is not adequate.
That is why ivA initiated a project called
energy crossroads, launched in 2008 and
continuing until autumn 2009. The aim of
energy crossroads is to develop strategies
for sweden’s energy system in a new climatic
situation. The focus is on choices that
various players will face, what drives these
choices and what the consequences of different
choices will be. The project will try to
determine what needs to be done to bring
about change, who is going to do it and what
»Energy of the future
is a major issue for our
society and it needs to
be addressed by our
for the project is how we are going to
maintaining or increasing competitiveness and
reducing emissions.
The chairman of the energy crossroads
project is Peter nygårds, swedbank.
“energy of the future is a major issue for
our society and it needs to be addressed by
our politicians. energy crossroads will deliver
a number of reports that will provide background
for decisions by the national politicians.
we also hope that the politicians will
provide us with ideas of things they would
like to know more about,” says Peter nygårds.
most of the work within energy crossroads
is being carried out by four panels: “energy
consumers” will address the demands
and needs of future energy consumers, with
efficiency being an important consideration.
The chairman of this panel is kenneth eriksson,
scA. The “energy markets” panel will
look at economic aspects, political structures
and legal frameworks. The chairman is lars
Bergman, stockholm school of economics.
The “energy Policy” panel consists of members
of all parties in Parliament, the idea being
for politicians to participate throughout the
project rather than merely reading the concluding
reports.
The project kick-off was in september when
marian Radetzki’s essay on global energy
trends and the problem of supplying energy
needs was presented. The essay set the tone
for the entire project and attracted a lot of
media attention. in the autumn two additional
factual essays were presented at the same
time as the panels started work on their reports.
ivA is running the project with financial
support from the swedish energy Agency,
formas, swedenergy, confederation of swedish
enterprise and åforsk. The results will provide
background to be used during sweden’s
eu Presidency.

ulrika franke, ceo Tyréns AB, is chairman of the
Transport 2030 project
A fully charged year
for Power Circle
in 2008 Power circle continued to work on
its message of the electric power industry’s
importance for a sustainable energy system.
in articles and lectures during the year, Power
circle showed how sweden over the past
few decades has succeeded in combining
growth with reduced climatic impact by using
more electricity produced from carbon-free
sources and biofuels.
Power circle has presented a future sustainable
energy system of continued electrification
based on carbon-free production.
development of systems and technology will
promote industry projects and new commercial
opportunities. Power circle’s message
is also the reason for more young people
choosing an engineering career.
The creation of demonstration venues for
electric vehicles at several locations around
the country has been part of an active strategy
to help sweden become a leader in
launching electric vehicles. The vehicles, which
run entirely or partially on electricity from
the power grid, stand out today as an obvious
element in a sustainable energy system.
Transport 2030 to provide
strategies for transportation
sweden needs a transportation system
for the future that will help industry compete
and expand its markets. Transportation
must be efficient, safe and flexible, while
incorporating more stringent environmental
requirements. ivA’s “Transport 2030”
project was launched in 2008. The project
will create a vision of the future transportation
system in sweden and provide background
for a national strategic platform in
the area.
europe, through the eu and an increasing
number of common guidelines, is becoming
an ever more important arena. if sweden is
to have an impact on european transportation
initiatives, we need to coordinate our
These activities have led to new members
for Power circle in the form of regional
organisations and energy companies.
At Power circle’s Annual meeting held at
ivA on 9 may, jan-olaf willums, ceo of Think
global, was in attendance to unveil the electric
car called Think, as part of Power circle’s
“vind i tankarna” (Running on wind) project.
Also at the meeting was michael m. wood, us
Ambassador to sweden, who shared his view
on the swedish energy sector. he has been
23
efforts. Transport 2030 is focusing on the
transportation of both goods and people.
The timeframe is the situation in 2030 and
the project’s starting point is transportation
as an important factor, both for the sustainable
development of society and for progress in
the country’s various regions.
Transport 2030 involves broad-scale collaboration
between the swedish Rail and
Road Administrations, the swedish civil
Aviation Administration, the swedish maritime
Administration, vinnova and ivA. The
steering committee chairman is ulrika
franke, managing director of Tyréns AB and
member of ivA’s division iii: Building and
construction.
following the project with great interest for
some time. The aim is to replace fossil fuels
with electricity produced by wind power.
“A number of municipalities have joined
the queue to participate in the project since
it was launched on the island of öland. we
will purchase a thousand vehicles to distribute
to the municipalities. michael m. wood’s
involvement and participation from the start
of this project makes us extra proud,” said Bo
normark at the Annual meeting.

globalisation & competitiveness
24

25
sweden’s international competitiveness
depends on our ability to adapt in a globalised
world. For a number of years IVA has been running
projects to examine Swedish strengths and
weaknesses, and to propose measures to meet
globalisation’s threats and opportunities. In analysis
and conclusions from these bridge-building
meetings between the business world, academia
and the political sphere, IVA can also contribute
valuable insight.
During the year IVA has held seminars on the
theme of globalisation and international competitiveness.
Topics addressed include the effects
of globalisation, the ability of the Swedish manufacturing
industry to compete and the need for
venture capital and entrepreneurship to help
biotech companies grow. Under the heading “The
Financial Crisis – How is Swedish business and
industry affected?” IVA took the opportunity to
look at the financial crisis from an angle that
highlights the opportunities the crisis brings.
Themes for analysis and discussion within IVA’s
project activities included Swedish management,
emergency management and quality issues.
International outlook and perspectives have also
provided material for further analysis. In cooperation
with foreign members, through delegation
trips and other forms of exchange, IVA can
provide valuable input.

healthy successful companies:
swedish leadership model gives
competitive advantage
iva’s project healthy successful companies
(also called 3f) is a national programme for
value-generating personnel development.
Practical experience from companies is
matched with research expertise in the field.
The aim is to provide concrete results that
show that personnel development measures
are profitable, and to use networks to forge
contacts between researchers and companies
and among companies. This is done
through knowledge exchange at national and
regional seminars, in newsletters and reports,
and especially through activities to bring people
together within the three regional networks
that have been formed in mälardalen,
west sweden and south sweden.
in june a national seminar took place called
“swedish management – worth investing in?”
The answer was that the swedish leadership
model can absolutely provide an advantage
in international competition, but that it needs
to be marketed more successfully.
“universities and the business world
need to work together to develop strong
and internationally attractive management
programmes, and then market them. There
is a risk that the swedish leadership model
will be threatened and it’s therefore vital
leif johansson, President and ceo of volvo group, is chairman of the steering committee of 3f.
that we get together to demonstrate its
benefits,” said christian Berggren, professor
of industrial management at linköping
university.
he believes that one advantage with the
swedish leadership culture is that successful
companies have created a culture of openness;
people can speak up when a project
hits an obstacle. in more hierarchical cultures
it is common to hide mistakes and companies
therefore fail to learn the reason for a
problem.
Birgitta Johansson Hedberg, Chairman of Vinnova, was the keynote speaker at the seminar on Swedish
management. Other participants included Niclas Adler, President of Jönköping International Business
School, Mari-Ann Krantz, Chairman of Unionen, Ann-Charlotte Rosendahl, head of global marketing at
AstraZeneca and Niklas Prager, CEO of Pfizer.
26
Birgitta johansson hedberg, chairman of vinnova,
who has many years of leadership experience,
believes that the strength of swedish
management is characterised by sound analysis
and a firm foundation among all parties
in a company. it promotes participation and
efficiency through dedicated employees and
a climate of informal interaction.
“The swedish management style today is
more distinct and systematic than it was 25
years ago – which is a good thing. But it
has not been able to attract young women
to positions such as managing director or
board member,” Birgitta johansson hedberg
said.
mari-Ann krantz, chairman of unionen,
pointed out that in order to attract women
and young people to be leaders, we need to
develop the leadership role.
“we need more research on the leadership
role and it’s important to be able to balance
work and family,” said mari-Ann krantz.
Project director gunn johansson, professor
at stockholm university looks forward
in 2009 to summarising and passing on the
experiences gathered during the course of
the 3f project since 2004.

a clear division of responsibilities, and
requirements for emergency management.
This was expressed in the concluding report
from the ivA project emergency management
a new approach to bring about concrete
changes in sweden’s management of emergencies,
has been under way since 2006 and
the concluding report was issued in february
Market orientation
– myths and opportunities
with the support of iva and others, the mTc foundation
(stiftelsen marknadstekniskt centrum) has produced a book
on the myths and opportunities of market orientation. Professor
lars-gunnar mattsson, stockholm school of economics
and member of ivA’s division vi, is the book’s editor. The
book’s main thesis is that companies must be market-oriented
to be able to grow and be profitable. But market orientation
requires an understanding of how markets work and change. in
this book, leading swedish market and marketing researchers
express their views on market orientation’s myths and opportunities.
The book deals with how market orientation is affected
by things like globalisation, information and production technology,
service development, economic policy and the connection
between cooperation and competition.
important practical requirements include securing
essential infrastructure through agreements
with the owners, and developing procedures
for emergency logistics, particularly
for food and medicines. cooperation between
players working with transport systems and
within other sectors needs to be improved.
Another important conclusion from the
project is that sweden should invest in research
and education for future emergency
preparedness and management. society needs
to invest in broad-scale communication initia-
tranSporter
tives for emergency management and create
the necessary conditions for better evaluation
and criticism of processes. in a crisis, public
service announcements should be able to
communicate independent and credible information,
and mobile phones and Pcs should
be used as receivers for important messages.
At a concluding conference in february
2008, sweden’s minister for defence, sten
Tolgfors, announced that the new swedish
emergency management Agency (msB)
would be formed in 2009.
Quality project will highlight
Swedish quality
sweden’s ability to be competitive is dependent on the
constant improvement of goods, services and processes. in
2008 ivA conducted a preliminary study in cooperation with
the swedish institute for quality (siq) with chairman svenchrister
nilsson taking the reins. The aim is to create a current
picture of what quality stands for today, describe where
sweden’s quality work stands in the world and
what effect quality work can have on swedish
competitiveness. The preliminary
study consists of interviews,
research and meetings.

the business executives council:
Business gain from diversity and integration
to be able to compete, sweden needs to
be better at integrating its often well-educated
immigrants. success means a significant
advantage for sweden. This was expressed by
many at the seminar in conjunction with the
Annual meeting of ivA’s Business executives
council on the theme “diversity for competitiveness.”
“The problem of taxi-driving academics is
a real one,” said university chancellor Anders
flodström of the swedish national Agency
for higher education. “we have managed to
integrate physicians, but not engineers. we
need to work together; the national Agency
for higher education and the Public employment
service need to coordinate their
efforts with business and industry. we need
diversity to meet our competency needs.”
Anders flodström also talked about the
need to attract overseas students to swedish
universities. This requires high quality.
“The problem is that our universities are
not well-known. To attract students our programmes
need to be of the highest quality;
we have a problem here because our researchers
and educators have become more
and more separated.”
entrepreneur hidayet Tercan came to
sweden as a kurdish refugee at age 18 almost
20 years ago. At the seminar, she talked
about strict rules that hinder personal initiative
and actually promote passivity.
“i learned swedish quickly and read everything
i could find about swedish society,”
said hidayet Tercan. “But the authorities still
wanted to force me to take the swedish
for immigrants (sfi) course instead of getting
a job as i wanted. sweden has fantastic
resources; there is so much we can do if we
change the system and improve cooperation
between industry and the authorities.”
sweden’s minister for integration and
gender equality, nyamko sabuni, agreed that
the system for receiving and integrating immigrants
should be changed. The Public employment
service and county administrative
boards are among the agencies with new
instructions from the government, including
improving coordination of their resources.
sfi follow-up should be improved; it should
serve as the launching pad it was intended
to be.
»Business and industry
have a lot to gain by
supporting integration«
“But the business world also needs to help
more, not only by creating job opportunities,
but also offering guidance and other support
to enter the job market. And discrimination
should cost more. Today it is too easy to just
pay.”
At the panel discussion several other participants
pointed out that business and industry
have a lot to gain by supporting integration.
chairman of the swedish confederation
of Professional Associations (saco), Anna
ekström, described saco’s highly successful
mentor programme.
“expensive, but worth it,” said Anna
ekström.
Board professional marie ehrling perhaps
put it best:
“industry shouldn’t just help, we need to
guide talent.”
Nyamko Sabuni, Minister for Integration and
Gender Equality, Anders Flodström, University
Chancellor at the Swedish National Agency for
Higher Education, Anna Ekström, Chairman of
Saco, Lars Backsell, Chairman of IVA’s Business
Executives Council, Hidayet Tercan, entrepreneur
and Zanyar Adami, founder of Gringo.
Business executives council’s breakfast meetings
during the year the Business executives council
arranged breakfast meetings with a broad
range of content and speakers (participants are
pictured to the left in chronological order from
left to right).
growth in remote markets, such as kazakhstan,
is one of Teliasonera’s best opportunities for
growth, according to ceo lars nyberg at
the breakfast meeting on 22 february. Another
area of expansion could be wireless internet,
which has grown fast since prices have become
more attractive. According to lars nyberg,
Teliasonera needs to develop its business model;
in addition to being a network operator, the
company also wants to package content.
on 31 march christina salomonson took
up the post as head of the new national crisis
management centre within the government
offices. At the breakfast meeting on 28 march,
she talked about her work developing routines
for this centre. The meeting was also attended
by the head of the swedish emergency management
Agency, helena lindberg, and erik
lautmann, ceo of jetpak group, who is
working with ivA’s emergency management
foresight project. The participants expressed
the importance of coordination between various
public and private players.
minister for the environment andreas carlgren
and björn hägglund, chairman of ivA’s
environmental foresight project, were the key
guests at the breakfast meeting on 16 may.
Björn hägglund argued that sweden is still in
a strong position to take the lead in cleantech
and green projects, but leadership is needed in
industry and from the government and public
organisations. At the meeting Andreas carlgren
emphasised the importance of the government
and industry working together to improve
cleantech exports.
on 10 september the Business executives
council arranged a breakfast meeting in
gothenburg in cooperation with ivA west.
29
Participants included ulrike rahe, professor
of industrial design at chalmers university of
Technology, who described how various factors
have gained significance since industrialism’s
breakthrough. Also at the meeting was aina
nilsson ström, design director at AB volvo
and recipient of ivA’s gold medal in 2002.
At the breakfast meeting on 11 september,
jan johansson, ceo of the paper group
scA, pointed out that research and increased
knowledge are crucial for the continued expansion
of his company. The company is conducting
research to develop new products to increase
market potential and also to learn more about
foreign markets. knowledge about consumers
in regions such as the middle east and south
America is necessary to succeed.
on 8 october the Business executives council
arranged a breakfast meeting at skf in
gothenburg in cooperation with ivA west. The
keynote speaker was tom johnstone. The
meeting addressed, among other things, skf’s
initiatives in the area of sustainable development
and the company’s international distinctions
and certificates in the field.
jan lidén, President of swedbank, predicts
greater use of iT in bank contacts in the future.
online interactive communication will feel like
communicating with a real person. jan lidén
presented his visions of the future bank at the
breakfast meeting on 10 october. Another
trend is that bank customers will be increasingly
international and, accordingly, banks are
making international investments.
on 11 december the Business executives
council arranged a breakfast meeting on the
opportunities that the recession may present
to a large construction company like jm. johan
skoglund, President & ceo of jm was the
keynote speaker and addressed issues such
as how jm is being affected by the financial
crisis and the recession, jm’s commitment to
the environ ment and homes of the future.

jonas wiström, åf:
“we want to lead the change
in our industry!”
Jonas Wiström, CEO for the more than 100 year-old technical consulting company
ÅF (Ångpanneföreningen) is convinced that with better marketing, different
career options and a good corporate culture, it is possible to attract
excellent recruits to work for engineering companies. If we show examples of
successful technology companies, interest in becoming an engineer will grow
and we will have an upward spiral.
“sweden is facing great challenges in engineering
sciences. companies and ivA alike
have a great opportunity right now to raise
the level of interest in and the status of the
engineering profession.”
»The most important
thing for the company’s
future is our ability
to recruit the best
engineers available«
jonas wiström believes that it is important
for the company he manages to offer
its employees both an excellent work
environment and opportunities to carve
out a career for themselves. At åf jonas
wistöm has introduced a number of initiatives
to highlight the technical consulting
company’s need for diverse expertise, for
example through projects to broaden the
recruitment base and integrate younger
and female consultants into the business.
jonas wiström had an opportunity to develop
his thoughts and ideas about leadership
when he participated in a seminar
arranged by the ivA project “3f – healthy
successful companies” in june 2008 on the
theme “swedish management – worth investing
in?”
“within åf we try to lay out what we
believe makes a good leader. in my experience,
good leaders can have many different
guises. But they all have something in
common and that’s what we are trying to
identify,” jonas wiström said at the seminar.
one factor in being an attractive and
creative workplace, according to jonas
wiström, is equality. next year there will
be an emphasis on recruiting more women.
Accompanied by people such as swedish
athlete susanna kallur, åf will travel around
to universities of technology and present
åf as an interesting workplace.
“if we can increase the number of female
employees we will become more attractive
– not only to women, but also to the best
male engineers. mixed workplaces are perceived
as more enjoyable places to work.
studies also show that this kind of workplace
produces better results.”
åf’s sports sponsorship has been questioned
from time to time. can an engineering
company that does not sell consumer
products really benefit from exposure on
Tv sports broadcasts?
“for us it’s not about selling products, it’s
about building up our brand as an employer,”
says jonas wiström. “The most important
thing for the company’s future is our
30
ability to recruit the best engineers available.
Today we are the only company with
fewer than 25,000 employees that is on
the top ten list of companies young people
prefer to work for.”
jonas wiström believes that the sports
world has a lot in common with an attractive
company; equality and integration are
examples he likes to highlight.
”susanna kallur, for example, is as big a
star as her male counterparts. zlatan ibrahimovic
and henrik larsson, both with an
immigrant background, have hero status
in the football world. But success is not
enough. when you represent a company,
it’s important to stand for everything the
brand stands for.”
»But success is not
enough. When you
represent a company,
it’s important to stand
for everything the brand
stands for.«
in may 2008 jonas wiström was elected
as a member of ivA’s division vi: management.
“ivA is a fantastic venue for knowledge
exchange and networking. People with different
expertise and backgrounds meet and
inspire each other. This is how we want our
company to work as well.”

international outlook:
Perspectives on the financial crisis
in the autumn of 2008 the financial crisis was
evident and a topic for concern and discussion
throughout the world. To explore this issue,
ivA’s division vi: management, and division ix:
economics, arranged a meeting where swedish
economists had the opportunity to examine
the reasons for the financial crisis and its effects
on swedish business.
Anders nyrén, ceo of investment firm
industrivärlden, described how the order intake
for swedish export companies had all but disappeared
during the autumn.
According to mats dillén, ceo of the swedish
national institute of economic Research,
sweden needs a palette of measures, including
tax breaks for repairs, maintenance and extension
of homes and for infrastructure investments.
This requires stimulus measures beyond
the usual ones to counteract the effects of the
disappearance of at least 100,000 jobs and the
ifg to singapore
iva’s industrial research committee
(ifg) chose singapore as the destination for
its field trip in 2008. The trip was made by
eleven delegates in mid-october.
sweden and singapore have many common
interests and forms of cooperation, es-
lena westerlund, division head at eoA within lo, Anders nyrén, ceo of industrivärlden, mats dillén, ceo
of the swedish national institute of economic Research and mats odell, minister for financial markets.
anticipated weak growth in productivity.
minister for financial markets, mats odell,
was also at the meeting and described the
most acute issue at this time: that companies
and private individuals are not getting the credit
they need for necessary investments. The mar-
pecially through swedish companies having
regional offices in the country. singapore is becoming
more and more interesting to sweden
as a gateway to both china and india, and the
country in turn is interested in increasing its
cooperation and contacts with sweden, par-
ket needs the banks to act, but the uncertainty
and the crisis are making banks afraid to extend
credit. The debate about a guarantee package
and the participation of all swedish banks in
such a package was a major topic the day before
the meeting.
ticularly in the area of education and research.
The ifg delegation visited a number of
universities, companies and research funding
organisations. These included nanyang Technological
university, sim university, A-star*,
Agency for science, Technology & Research
and ericsson Telecommunications. The trip
was filled with interesting meetings and the
delegates were also introduced to life in singapore
by a number of swedes who work in
the region.
IVA South
ivA south is a central node for the activities in southern sweden.
in 2008 issues addressed by ivA south included innovation and
the innovative climate, nanotechnology and human capital’s effects
on a company’s brand equity. energy and materials technology
were the focus of ivA west on a visit to the new öresundsverket
power plant and the höganäs AB metal powders company.
Is short-sightedness threatening the
future of the Swedish manufacturing
industry?
globalisation,
fund capital and
internationalisation
of ownership of
swedish industry
have fundamentally
raised expectations
of company boards
and management.
The risk of shortsightedness
has increased. sustainable profitability
requires constant renewal, but the question
is if companies today can really make the
long-term investments in radical innovations
that will form the basis for the next generation
of the swedish processing and manufacturing
industry. have we got the right information,
methods and tools to determine if we are
investing enough in business renewal, or are
there some unpleasant surprises in store?
These questions were the topic of lively discussion
when ivA’s chairman hans dalborg,
mats qviberg of hq and others debated the
issues at a meeting at ivA on 8 october.
Venture capital and entrepreneurship
in biotechnology
Biotech companies
need more than a
promising idea to
gain momentum
to develop into
listed companies;
they also need
long-term support
from financial backers.
development
times are long and not all ideas become
profitable products. it takes time to plough
through the rules and regulations that often
exist in biotech contexts. when the results
are in, it is important to decide how to use
them. license the technology or develop it
yourself? generate revenues from your own
production or through royalties from other
companies?
At a meeting held by division x: Biotechnology,
on 16 september various examples
were presented of how biotech companies
can be developed and what sort of support
they need from backers.
33
IVA West
ivA west is the node for the activities in western sweden. nanotechnology,
energy technology, design and innovation have all been
on the agenda there; for example, when ivA west focused on
electrical energy from the perspective of sweden and western
sweden. infrastructure issues were also explored as they relate to
western sweden.
Common diseases give Sweden
a unique opportunity to become a
leading research nation
Potential for preventive
measures
for both physiological
and psychiatric
diseases may
increase drastically
thanks to the
lifegene project
at karolinska
institute. As this
project combines national registration data
with numerous clinical studies and research
projects, scientists are hoping to be able to
document how genetics and the environment
impact the development of our most
common diseases. The project, which aims
to determine the causes of common diseases
such as cancer and psychiatric illness,
was presented at a meeting held by division
vii: Basic and interdisciplinary engineering
sciences, on 10 november.

distinctions, scholarships
and awards
professor torvard c. laurent, one of sweden’s
leading biophysical chemists, received the
2008 great gold medal for his hyaluronan
research. Professor laurant has published 230
scientific articles in international journals. his
research involves “understanding the environment
in which cells live,” i.e. pure basic research.
his research has had unexpected practical significance,
for example in cataract operations.
Today 70,000 such procedures are carried out
in sweden alone every year. he is most proud
of the success of his younger colleagues. in the
1970s he convinced the swedish medical Research
council to introduce recruitment services
for young researchers. he is still in contact
with many of them today. he is driven by the
excitement of unexpected discoveries in research.
Acquiring new knowledge is something
he particularly enjoys. Torvald c. laurent is also
an important figure in both swedish and international
rheumatology, and his lab has been an
important link between research and medical
practitioners.
dr. carl bennet received an ivA gold medal
in 2008 for his contributions as an entrepreneur
and leader in industry with a leadership
style characterised by imagination and responsibility.
carl Bennet is driven by his interest in
people, society and industrial development,
which he says provide insight and knowledge.
he believes that sweden has a clear advantage
in the way we organise ourselves and
work in a decentralised way. in line with his
motto, “you cannot be better than your environment,
that’s why it’s important to develop
it,” he sees himself as a team player who thinks
it’s rewarding to work with and be inspired by
other people to achieve improvement.
“good leadership is recognising potential
in others and having good judgement. This
generates energy and promotes balance,”
says carl Bennet.
professor sten bergström received an ivA
gold medal in 2008 for his considerable contribution
to hydrologic engineering and hydrologic
modelling. The discovery of the link between
weather and water, i.e. predicting how
much water is running through a watercourse,
is the most important result of his research.
The technique is used by the hydroelectric
power industry and the swedish meteorological
and hydrological institute (smhi).
sten Bergström’s main driving force has always
been working with information that will
benefit society. his motto is: “Ruining the future
for our children is altogether too cheap.”
Relating to various climatic and vulnerability
perspectives, his research is of great significance
nationally and internationally.
“water circulation is the earth’s bloodstream.
it’s greatly affected by climate change.
The climate is also a major lifestyle issue. we
need to reduce emissions while adapting to a
changed climate,” says sten Bergström.
science journalist dr. annagreta dyring
received an ivA gold medal in 2008 for her
outstanding informative writing on research
and popular science. her motto is: “The serious
and the enjoyable belong together,” and
she regards her achievements as a service to
democracy, which is also what drives her.
“i see myself as a person who wants to
build bridges between the community of experts
and ordinary people. it would be a disaster
if that connection were severed. i have
trained and encouraged researchers to express
themselves in everyday language about
their areas of expertise to inspire and entertain,”
says Annagreta dyring.
telecom development have long been an important
focus for IVA’s activities. IT is of utmost
importance for Sweden’s growth and competitiveness
– this is an assertion that IVA shares
with the Swedish people; in a survey, 9 out of
10 agreed with the statement.
The Internet plays an important role in our
lives. Today, private individuals, companies
and organisations depend on the Internet for
multiple functions, and the need for Internet
infrastructure and services is growing rapidly. In
many respects, Sweden is already at the forefront,
but if we are to maintain this position, it
is essential that we as a nation actively participate
in driving development.
In 2008 IVA managed a number of projects
focusing on this area. Scorecard is currently
assessing how well Sweden is performing in the
IT field. Internet Foresight, concluded in 2008,
worked on the premise that Sweden will be
a leading Internet nation in 2015. To achieve
the project’s goals, the Ambient Sweden programme
was established in 2008. Division XII:
Information Technology, is also helping to spotlight
these issues.

jan uddenfeldt, ericsson:
Ambient sweden can speed up
iT development
Jan Uddenfeldt, head of Technology Strategy at Ericsson, is convinced that
Sweden has a bright future as a technology producer within Internet and
mobile communication. IVA’s project “Ambient Sweden” can provide ideas
and networks that will give us successful constellations within the area of new
Internet services.
“sweden’s main strength in telecom and internet
contexts is that we are way ahead in
technical expertise within mobile communication,”
says jan uddenfeldt. “Today almost all
major players are working on mobile applications
for the web, and mobile broadband
is growing rapidly in sweden. new services
within e-government and the care sector will
emerge and sweden was one of the first to
develop these services. But the level of interest
in this area is high throughout the world.
The usA are behind right now but can, with
Barack obama in the white house, utilise
more modern technology to develop services
and make significant progress quickly. if
sweden wants to be involved, we need to
act now. The industry should be able to seize
more of the existing opportunities.”
»Our expertise in
telephony and mobile
communication makes
us an interesting partner
for all companies«
Today jan uddenfeldt is working in silicon
valley in california. it’s no coincidence of
course; this is where many of the major players
that ericsson is studying and – most im-
portantly – wants to forge partnerships and
alliances with are found. And this is one of jan
uddenfeldt’s most important tasks.
“Recently, for example, i was discussing cooperation
on new platforms with google,”
says jan uddenfeldt. “if you are from ericsson
you are in a strong position; our expertise in
telephony and mobile communication makes
us an interesting partner for all companies
looking to develop their services and technology
for the internet of the future.
mobile broadband and advanced mobile
phones are the foundation for services of the
future. The new mobile phones make the internet
accessible in an entirely different way.
“People are embracing the concept of a
portable platform for almost every type of
service. The purpose of ‘Ambient sweden’ is
for the internet to be ubiquitous, and this is
becoming a reality. within the medical field,
image transfer technology will lead to new
services, for example enabling a home carer
to discuss patient care with an expert.”
jan uddenfeldt points out that ivA should
also develop the new opportunities.
“i understand that this is one of the areas
our new president Björn o. nilsson has embraced
since he started. That’s great; a knowledge
communicator like ivA has everything to
gain by using iT as much as possible.”
According to jan uddenfeldt, in order for
sweden and europe to keep up with or even
lead development, a lot needs to happen at
the european level.
39
“i am very happy that the eu has acted in
such a powerful way, especially with respect
to large research projects.”
jan uddenfeldt is hoping that ivA in cooperation
with other players, such as vinnova,
will be able to help create strong research
programmes in sweden. But we may have a
problem with research capacity.
“The iT crisis at the beginning of this century
impacted research a few years later,
around 2004–2005. many researchers
switched to other fields, such as the motor
vehicle industry.
jan uddenfeldt wants to see more support
for small businesses that can build applications.
»Sweden needs to
create better systems for
supporting innovation«
“venture capital, including government risk
money, needs to come in at an earlier stage
than has been the case up to now. it’s the
really small companies that often have ideas
that can be developed, but they are very
limited in their ability to develop their business.
Today, other countries – most notably
finland – are better at supporting businesses
in this critical phase. sweden needs to create
better systems for supporting innovation. The
business community can make an important
contribution by being present at universities
and encouraging researchers and students
by showing them that commercialisation is
possible.

internet & it:
internet foresight gives sweden
a platform to take the lead
iva’s internet foresight project was concluded
in 2008. The aim of the project was
for sweden to be a leading internet nation in
2015.
The project showed that sweden has what
it takes to lead the field in development but
that we need to invest more resources to
seize that role.
“in terms of broadband use and access,
we are already one of the leading nations,”
said project chairman jan uddenfeldt at the
concluding conference. “But today we are not
driving development.”
work on internet foresight was carried
out by highly qualified panels, each focusing
on a key perspective: user, infrastructure,
and security and legal. The panel members
were representatives from sweden’s leading
companies, organisations and research centres
working in the field.
during the spring of 2008 all three panels
presented their final reports. The project held
a concluding conference on 10 April 2008
attended by minister for communications åsa
Torstensson, who had the opportunity to react
to the project proposals.
one of the messages conveyed by the
project was that targeted investment in infrastructure
is needed to accommodate a flourishing
range of services. in 2015 this structure
should be open and exposed to competition.
users should be able to access all services
regardless of which equipment or carrier network
they are using. At the same time, users
should be able to take internet security for
granted, and this requires robust infrastructure
and secure systems for all types of services.
one advantage sweden has as an aspiring
leading internet nation is that we already hold
a strong position in mobile telephony. According
to jan uddenfeldt, the wireless internet will
dominate the future.
“development will be driven by small
entrepreneurial businesses. That’s why it’s
important for these to receive development
support, particularly in the form of seed capital.
we also need to simplify the rules for overseas
experts who want to work in sweden.”
scorecard.se
low interest in iT a problem!
interest in it education is low – this
has been known for some time, especially
within ivA’s scorecard project. At the 2008
Annual meeting, several participants talked
about the problems with the way iT education
is marketed. The high level of interest in
using iT is well documented, but education
programmes are described in technocratic
terms giving the impression that they lead
to narrow programming jobs.
“we need to show that iT jobs are
about working with users,” said Annemarie
fransson, director at the indus-
try organisation iT&Telekomföretagen at
Almega and member of the scorecard
steering committee.
young women in particular say they want
to work with people, which is precisely
what iT is all about; meeting people’s needs
with the help of information technology. iT
also offers opportunities to work in a global
workplace.
other changes needed are improving
knowledge among career guidance counselors
and making the structure of education
programmes easier to understand.
40
minister for communications åsa Torstensson
participated and commented on the proposals
from the internet foresight project. The minister
also attended the scorecard’s annual meeting.
iT and the internet should be part of the curriculum
in schools; not only to improve iT
knowledge, but also to make better use of the
teaching and learning benefits these tools offer
in all instruction. sweden should invest in
both research and education in new teaching
methods. new ideas, such as “computer studies”
and “the digital ladder,” were established.
Ambient Sweden
internetframsyn ur ett säkerhets-
och juridikperspektiv
iva is currently driving internet development
forward through the Ambient
sweden project. The word “ambient”
is often used to describe quiet music or
background lighting, and that is how the
the development of mobile telephony
is one of sweden’s greatest industrial success
stories in modern times, in terms of
sales, employment and export revenues.
in september ivA arranged a seminar
to highlight a study of mobile telephony
develop ment in sweden and to show how
the success can be linked to publicly financed
research. The study, conducted by
internet will work in the future according
to the people who headed ivA’s internet
of material, including interviews with 70
people who played a crucial role in the
development.
The results show that public financing
of research and development in sweden is
part of the reason for the enormous success
of ericsson and the swedish mobile
telephony industry.
ACADEMY MEETINGS
22 January: extraordinary meeting – election of the President.
1 April: collaboration between the business community and students – what’s
the best way to make it work?
The seminar was arranged by ivA’s student council, represented at the
seminar by marlene Areskog, swedish university of Agricultural scientists,
jonatan freilich, Royal institute of Technology, Rickard frithiof, Royal institute
of Technology. moderator Anton nitzsche, faculty of engineering at lund
university (lTh), and Anna Peterson, chalmers university of Technology.
other participants included sten ekman, university lecturer at mälardalen
university, eric giertz, (div. vi) vice chancellor at Royal institute of Technology,
Thommy haglund, hR director at holmen AB, and åke Plyhm, vice President
at Tietoenator AB.
29 May: sweden needs a research and innovation system that is first rate
internationally. This was one of the conclusions from Research and innovation
foresight. issues were discussed at the meeting under the heading ”how
do we secure long-term and increased resources for research?” magnus
henrekson (div. ix), director at the Research institute of industrial economics,
shared some of this thoughts on the issues from an economic perspective, and
esko-olavi seppälä, secretary general at the science and Technology council
of finland spoke about the importance of research for finland’s economy.
Participating in the discussion that followed were erika färnstrand damsgaard,
institute for international economic studies at stockholm university, maria Anvret,
research expert at the confederation of swedish enterprise, and Thomas
Andersson (div. xi), President of jönköping university. The moderator was
Pontus Braunerhjelm, Professor at Royal institute of Technology and Principal
secretary of the government’s globalisation council.
24 September: humanities and the environment – important perspectives for ivA.
Three engineers and two architects from the greentech company Parans solar
lighting were awarded the 2008 wwf carl mannerfelt Prize of sek 300,000
for developing a technology to bring natural sunlight indoors. The prize is
based on a donation from carl mannerfelt to a foundation administered by
the world wildlife fund. The prizegiving alternates between the wwf, ivA
and the confederation of swedish enterprise. Torsten mattsson and marcus
fransson from Parans solar lighting talked about their project under the
