during the pre-polling period. 26 Witness<br />

statements about the voter registration,<br />

candidate nomination, and campaign<br />

phases of the electoral process, issued prior<br />

to election day itself, can provide valuable<br />

insights for all electoral stakeholders and<br />

can enable election officials to address<br />

potential problems in the process before<br />

the votes are cast. Finally, PEC regulations<br />

also set a time limit of 30 minutes inside<br />

polling stations for witnesses as well as<br />

media representatives. This time limitation<br />

is an unnecessary restriction on access and<br />

undermines transparency.<br />

The Carter Center has not encountered<br />

such restrictions in any of the 90 <strong>elections</strong><br />

previously observed. While the Center<br />

decided that the importance of the Egyptian election<br />

warranted continued involvement of our witnessing<br />

mission, the PEC’s restrictions are contrary to core<br />

principles of credible and effective election observation,<br />

and The Carter Center will not witness future<br />

<strong>elections</strong> under such circumstances.<br />

Observing the Presidential Election<br />

Former U.S. President Jimmy Carter and former First<br />

Lady Rosalynn Carter led the Carter Center’s mission<br />

to witness the first round of polling in the <strong>presidential</strong><br />

election. The mission included 102 witnesses<br />

from 35 countries. Witnesses conducted 909 visits to<br />

polling stations in 25 governorates during the voting,<br />

counting, and tabulation phases. 27<br />

Former Prime Minister of Yemen Abdul Karim<br />

Al-Eryani, former Foreign Minister of Jordan Marwan<br />

Muasher, and Georgia state Senator Jason Carter<br />

led the Carter Center mission to witness the second<br />

round of polling in the <strong>presidential</strong> election. This<br />

mission included over 90 witnesses from 36 countries.<br />

Witnesses made 988 visits to polling stations in 25<br />

governorates to follow voting, counting, and tabulation.<br />

Twenty-six long-term witnesses also observed<br />

the second-round campaign phase.<br />

26 During the course of the parliamentary election process, The Carter<br />

Center issued eight public statements, with the goal of providing Egyptian<br />

stakeholders timely, impartial, and constructive feedback for use in<br />

positively impacting the current process.<br />

Following his speech, President Carter took questions from a<br />

panel of AUC students.<br />

27 It is worth noting that 23 of the Center’s long-term witnesses also<br />

served as long-term witnesses during the Center’s mission to observe<br />

Egypt’s 2011–<strong>2012</strong> parliamentary <strong>elections</strong>.<br />
