they would witness the election process but only in<br />
a limited capacity. Still other CSOs confirmed they<br />
were boycotting the <strong>elections</strong> altogether due to the<br />
restrictions. Nevertheless, 64 national organizations<br />
applied to witness the electoral process, and 55 were<br />
accredited. Nine national CSOs were rejected for<br />
not meeting the eligibility criteria set out in PEC<br />
Decision No. 11 or for submitting a late or incomplete<br />
application. All domestic CSOs that applied for<br />
accreditation were registered by law.<br />
Following the second round, the NCHR indicated<br />
in a meeting with The Carter Center that it received<br />
a total of 169 complaints from national CSOs accredited<br />
to witness the electoral process, out of which<br />
nine were access-related complaints. Two complaints<br />
that related to alleged attempts by some groups to<br />
deter Christian voters from voting in Minya and<br />
Qena governorates were referred by the NCHR to<br />
the PEC. 148<br />
