eventually the PEC provided results from the DGCs<br />
of the first and second rounds of the election on its<br />
website, it has failed to provide a polling stationlevel<br />
breakdown of results for either round, despite<br />
its commitments to do<br />
so. 52 The Carter Center<br />
urges future electoral<br />
management bodies to<br />
ensure full access to all<br />
phases of aggregation for<br />
candidate representatives<br />
and witnesses; access<br />
to the voters’ lists for<br />
campaigns; and the timely<br />
publication of official,<br />
disaggregated election<br />
results down to the<br />
polling-station level. These are vital steps to enhance<br />
transparency and build public confidence in key<br />
aspects of the electoral process.<br />
Stakeholder Training on Electoral Law and<br />
Procedures: The PEC informed The Carter Center<br />
that they conducted training on voting, and counting<br />
procedures for 300 and 400 senior judges prior to the<br />
first round and the second round of voting, respectively,<br />
with cascade training carried out by these<br />
judges in the different governorates afterward. The<br />
Women stand in line to vote during the first round of<br />
<strong>presidential</strong> <strong>elections</strong> on May 23, <strong>2012</strong>.<br />

Carter Center was unable to witness 53 any of these<br />
trainings and, therefore, cannot confirm this. 54<br />
Several materials were produced to aid judges<br />
and poll workers, including informative posters and<br />
guiding manuals on procedures regarding inking,<br />
sealing of boxes, ballots storage, and other vital<br />
procedures. 55 However,<br />
the degree of training<br />
received remains inadequate<br />
and not systematic.<br />
The extent of its<br />
efficacy cannot be verified.<br />
According to Carter<br />
Center witnesses, this<br />
dearth of training contributed<br />
in both rounds to<br />
numerous cases of inconsistent<br />
or incorrect application<br />
of procedures, such<br />
as misunderstanding by some judges, poll workers,<br />
and candidate agents of the limitation of the role of<br />
candidate agents in the polling station and polling<br />
center, and failure in some circumstances to ensure<br />
the secrecy of the ballot. The Carter Center urges the<br />
election management body to ensure that election<br />
administrators and other stakeholders, such as candidates’<br />
agents, receive at least minimal training on the<br />

detailed the election procedures at the polling center and was informed<br />
by the PEC that this video was shared with different judges. Additionally,<br />
17 different templates of accreditation badges were used to distinguish<br />
the various media representatives, candidate agents, candidates’<br />
representatives, national and international witnesses, guests, VIPs and<br />
their escorts. According to the Ministry of the Interior Administrative<br />
and Logistics Department, these badges and the accompanying posters<br />
displaying all of the different badges facilitated access of the different<br />
stakeholders to the polling centers and polling stations. The Carter<br />
Center welcomes these efforts.
