The Carter Center is grateful for the support<br />
of a number of individuals and organizations<br />
that helped make its international election<br />
witnessing mission in Egypt possible. The Center<br />
would like to thank the government of Egypt and the<br />
Presidential Election Commission for inviting the<br />
Center to witness the <strong>presidential</strong> election.<br />
The Carter Center acknowledges the generous<br />
funding provided by the Ministry of Good<br />
Governance of the Netherlands, the Norwegian<br />
Ministry of Foreign Affairs, the Swedish International<br />
Development Cooperation Agency, the Swiss Federal<br />
Department of Foreign Affairs, and the Foreign and<br />
Commonwealth Office of the United Kingdom,<br />
which enabled the Center to witness both rounds<br />
of the <strong>presidential</strong> election. The Carter Center is<br />
grateful for their monetary support, without which<br />
the Center’s operations in Egypt would not have<br />
been possible.<br />
The Carter Center extends special thanks<br />
to Counselor Farouk Sultan, chairman of the<br />
Presidential Election Commission; General Secretary<br />

witnessing process was invaluable to the success of the<br />

The Carter Center’s mission in Egypt would not<br />
have been possible without the incredible dedication<br />
and hard work exhibited by our long-term witnesses.<br />
Their level of commitment was an asset to the<br />
project in every stage of the witnessing process, and<br />
the Center’s assessment of the Egyptian <strong>elections</strong><br />
was greatly enhanced by the high quality of their<br />
reporting. The Center is also grateful for our delegation<br />
of short-term witnesses, whose enthusiasm and<br />
flexibility on election days allowed the Center to<br />
gather accurate data from polling stations across most<br />
governorates in Egypt.<br />
The Carter Center benefited immensely from the<br />
efforts of the enthusiastic and talented Cairo staff.<br />
Field office operations were overseen by Field Office<br />
Director Sanne van den Bergh as well as Deputy Field<br />
Office Director Ebie duPont. Senior Program Manager<br />
Zizette Darkazally and observer coordinator Owen<br />
McDougall oversaw the coordination of the election<br />
witnessing delegations, and Phil McInerney and<br />
Amer Shakhatreh were in charge of security for the<br />
mission. The Center is grateful to legal analyst Frank<br />
McLoughlin as well as senior election administration<br />
analyst Sean Dunne and election administrator<br />
analyst Muammer Mrahorovic for their analysis and<br />
advice. Election administration associate Sherif Abdel<br />
Azim and legal assistants Salem Mostafa and Salma<br />
Sharif provided valuable assistance and support to<br />
the team. Caroline Kolta provided media updates and<br />
analysis for the duration of the mission.<br />
The Center is also grateful for the dedication of<br />
the office staff in Cairo, including Shimaa Hellal<br />
for coordinating logistics, finance manager Safinaz<br />
Elashry, and Salma Haridy for managing the office,<br />
with support from Sameh Ibrahim. Yasser Kamal<br />
