<strong>Country</strong> Sampling for CPI Stakeholder involvement/Validation Procurement Capacity Development (CD) Plan based on assessmentresultsRw<strong>and</strong>aSierraLeone8 compliance/ performanceindicators were measured in30 key public institutions(according to budgetallocations). National <strong>and</strong>sub-national level considered(6/14 ministries, 1/5provinces/ city <strong>of</strong> Kigali,10/30 districts <strong>and</strong> 13/85other public institutions).All contracts above theequivalent <strong>of</strong> 80,000 USDawarded in fiscal year 2006were evaluated.CPIs were assessed on thebasis <strong>of</strong> a questionnaire.
