<strong>Country</strong> Sampling for CPI Stakeholder involvement/Validation Procurement Capacity Development (CD) Plan based on assessmentresultsSri LankaIt is planned to carry out theexercise in a number <strong>of</strong>stages, starting with 7ministries <strong>and</strong> graduallyexp<strong>and</strong>ing the scope tocover practically allministries. In Phase 1, asample survey using existingdata <strong>of</strong> 2005/2006 focusingon the high end <strong>of</strong> theprocurement range, i.e.ministries with totalprocurement above 0.5MUSD was conducted. 7compliance indicators wereassessed. Additionalindicators are intended to beassessed in the future.Development partners, civil society <strong>and</strong>private sector actively participated <strong>from</strong>planning to final review <strong>of</strong> results.The recommendations <strong>and</strong> strategy address the following areas:Institutional Framework <strong>and</strong> Management CapacityMonitoring <strong>of</strong> contracts including contract completion procedures, Completion<strong>of</strong> NPA website for dissemination <strong>of</strong> information; establishment <strong>of</strong> independenttraining institution; development <strong>of</strong> quality control st<strong>and</strong>ards.Procurement Operations <strong>and</strong> Market PracticesIntroduction <strong>of</strong> procurement related cadres into state sector recruitmentstructure; train “trainers”; guidelines for public-private sector partnerships;contract administration procedures for goods.Integrity <strong>and</strong> TransparencyTrain audit general dept. staff in procurement procedures <strong>and</strong> emphasis onprocurement <strong>and</strong> contract execution issues in audits; increasing publicity <strong>of</strong>appeals board decisions; improve websites <strong>of</strong> NPA <strong>and</strong> ministries to carry allinformation related to procurements; procurement procedures to includeprovision to prevent corrupt practices <strong>and</strong> actions to be taken.VietnamVietnam intends to use theAgency ProcurementPerformance Indicator tool.Representatives <strong>from</strong> 9 ministries, theCentral Project Office, state-ownedenterprises <strong>and</strong> private sectorparticipated in the planning <strong>and</strong>implementation <strong>of</strong> the 2006 assessment.The 2008 update was conducted usingdeveloped BLI questionnaire tablesthrough a survey <strong>of</strong> procurement expertsincluding representatives <strong>of</strong> the Vietnamregulatory body, procurement entities <strong>and</strong>donor agencies. In parallel, a nationalconsultant was commissioned to conducta desk study covering latestdevelopments.The assessment results were presented<strong>and</strong> discussed in a national workshopwith wide participation <strong>from</strong> lineministries, provinces <strong>and</strong> cities <strong>and</strong> stateownedenterprises.The report makes a distinction among short, medium <strong>and</strong> long- termrecommendations for next steps that are intended to reinforce the publicprocurement reform strategy.In the 2008 assessment report, recommendations are presented at a pillarbasis, for example pillar 1:1. Review thresholds for direct appointment <strong>and</strong> shopping2. Provide an English language version <strong>of</strong> the procurement bulletin <strong>and</strong>website3. Develop <strong>and</strong> issue a Generic Procurement Manual4. Continue to develop St<strong>and</strong>ard Bidding Documents taking into account thecomments <strong>from</strong> procuring entities, donor agencies, pr<strong>of</strong>essionalorganisations <strong>and</strong> the public5. Review discretion <strong>of</strong> using the Merit Point System <strong>and</strong> develop morespecific guidelines, e.g. specify “pass/fail” criteria as compulsory for theprocurement <strong>of</strong> goods <strong>and</strong> civil works6.
