2Five months later, in his January 1961, inaugural address, President Kennedy’svision of a federally-sponsored volunteer program remained a top priority. Hechallenged a new generation of Americans to join “a grand and global alliance” to fighttyranny, poverty, disease, and war. “To those peoples in the huts and villages of half theglobe struggling to break the bonds of mass misery,” he said, “we pledge our best effortsto help them help themselves.” 2And on March 1, 1961, President Kennedy signedExecutive Order 10924 establishing the Peace Corps.According to Gerard T. Rice, “Kennedy felt that there was a great fund ofidealism in America waiting to be harnessed and discharged for a noble cause. The PeaceCorps was his way of demonstrating the reality of this idealism to the world.” 3In hisbook, The Bold Experiment: JFK’s Peace Corps, Rice termed this the Kennedian spirit;Rice argues that the Peace Corps captured the 1960s spirit of voluntarism and grassrootsorganizing. The rhetorical framework in which Kennedy couched his vision of theorganization in 1961 took as its major tenant idealism. Addressing those assembled forthe signing of the Executive Order, the President said, “But if the life will not be easy, itwill be rich and satisfying. For every young American who participates in the PeaceCorps--who works in a foreign land--will know that he or she is sharing in the greatcommon task of bringing to man that decent way of life which is the foundation offreedom and a condition of peace. ”4Kennedy’s speeches focused on the difficultchallenge that would lead to peace for all of humanity. The Peace Corps would be theconnection between cultures and nations.Reflecting on Peace Corps’ past will provide a platform from which we can delveinto the present.
