More than anywhere else in the inscriptions, here inthe Bhabru Edict, the term dhamma clearly refers to theDhamma of the Buddha in contrast to the wider meaningthat scholars are apt to assign to it. Other references tothe Dhamma are not wanting in the edicts (see R. Basak,Aśokan Inscriptions, p. 158), but it is not intended here toenter into an unending controversy on the connotationof the term dhamma in the edicts. Suffice it to say thatnowhere in the edicts does Aśoka specifically mention anydhamma other than the Buddha’s Dhamma <strong>and</strong> none of theprinciples of his “Moral Law” goes counter to the teachingsof the Buddha. The so-called two senses in which heused the term dhamma are in effect one <strong>and</strong> the same.2.
