1 INTRODUCTION<strong>Liverpool</strong> <strong>City</strong> <strong>Council</strong> must, as one of its key obligations <strong>to</strong> ratepayers and <strong>the</strong> community,provide services for <strong>the</strong> management of waste and recyclables. To meet this obligation,<strong>Council</strong> has prepared this waste avoidance and resource recovery strategy that has <strong>the</strong>following objective:“To provide <strong>the</strong> planning framework for resource recovery and waste disposal, processingand collection for a minimum 10-year period. The <strong>Strategy</strong> also addresses processes forachieving waste minimisation through avoidance, reuse, planning, and policy. The <strong>Strategy</strong>incorporates principles of ecologically sustainable development.”The strategy has been prepared following:• Extensive re<strong>view</strong> of <strong>Council</strong>’s existing waste management and recycling services;• Re<strong>view</strong> of <strong>the</strong> State Government’s framework and objectives in relation <strong>to</strong> wasteavoidance and resource recovery;• Social research amongst <strong>Liverpool</strong> residents on resource recovery and environmentalissues; and• Identification and assessment of opportunities and options for waste avoidance andresource recovery.In preparing <strong>the</strong> strategy <strong>Council</strong> has applied <strong>the</strong> strategic planning framework developedunder its corporate plan, which has <strong>the</strong> following objectives:1. Valuing <strong>the</strong> environment: To conserve, link and enhance <strong>the</strong> <strong>City</strong>’s natural areas <strong>to</strong>create a functioning environmental system.2. Maximising social well-being: To support <strong>the</strong> development of a vital communitythat has access <strong>to</strong> opportunities and facilities that improve <strong>the</strong> quality of life.3. Building communities: To plan and promote sustainable growth, urban equity,urban renewal and choice.4. Growing <strong>the</strong> economy: To generate new investment and employment which isincreasingly linked <strong>to</strong> <strong>the</strong> knowledge economy.5. Improving transportation: To develop transport services which improve <strong>the</strong> qualityof life for our community.6. Develop our regional role: To establish <strong>Liverpool</strong> as <strong>the</strong> regional centre of SouthWest Sydney.7.
