6.7 Development Controls for Waste Avoidance and ResourceRecoverya) Strategic ObjectiveTo minimise <strong>the</strong> amount of construction and demolition waste through <strong>Council</strong>’sdevelopment planning requirements with a <strong>view</strong> <strong>to</strong> fostering increased reuse and recyclingof building materials.b) Current PracticesThe combined Sydney Regional Organisation of <strong>Council</strong>s initiated <strong>the</strong> ‘Waste NotDevelopment Control Plan’ in 1994-95. It was later advanced by <strong>the</strong> (former) <strong>NSW</strong> WasteBoards. The document encourages <strong>Council</strong>s <strong>to</strong> use development control plans as a lever <strong>to</strong>reduce construction and demolition waste going <strong>to</strong> landfill.<strong>Liverpool</strong> <strong>City</strong> <strong>Council</strong> has adopted <strong>the</strong> Waste Not Development Control Plan under which, adevelopment application must include a waste management plan that provides details on<strong>the</strong> volume and types of waste that will be generated; how <strong>the</strong> waste will be s<strong>to</strong>red, reused,recycled or treated on site; and how <strong>the</strong> residual waste will be disposed of.<strong>Liverpool</strong> <strong>City</strong> <strong>Council</strong>’s Development Control Plans 30 (CBD Development) and 46 (WasteNot) require a Waste Management Plan <strong>to</strong> be developed for all development applicationsthat propose:• Subdivision and excavation of land; and/ or• Demolition of an existing building; and/ or• Construction of any development including alterations and additions.The DCPs include objectives and guidelines on waste avoidance and resource recovery for <strong>the</strong>following activities: demolition and excavation; construction; and design of facilities and ongoingwaste management. Some of <strong>the</strong> information included in DCPs requires updating,including:• References <strong>to</strong> available Resources: Waste and Recycling Facilities/ Direc<strong>to</strong>ries; and• Incorporation of recently developed better practice measures for Multi Unit Dwellings(Resource <strong>NSW</strong>; 2002).• DCP 4 (Environmentally Responsive Residential Development), which coversdevelopment in areas outside <strong>Liverpool</strong> CBD, is currently undergoing revision.
