Automobile parts sales: means and includes automobile new parts, equipment, and accessories sales.Automobile repair garage: a premise used for the maintenance and servicing <strong>of</strong> automobiles; and or thesales and installation <strong>of</strong> batteries, air conditioning systems, tires or other automotive accessories; andwhere major automotive repairs may be accomplished but excluding body repairs, major mechanicalrepairs and painting.Automobile repair or body shop: includes automobile repair garages; automobile body shops; automobileservice stations, types A, B, and C; bus garage and repair shops; and major automobile and truck repairgarages including major repair, body work and painting services.Automobile service station:Type A: Any premises used for the servicing <strong>of</strong> motor vehicles, including engine tune-ups and repair;wheel balancing, alignment, brake service; the retail sale <strong>of</strong> fuel, lubricants and other productsnecessary to the operation and maintenance <strong>of</strong> motor vehicles, and the installation <strong>of</strong> such products;the sale <strong>of</strong> refreshments; but excluding the rebuilding or reconditioning <strong>of</strong> engines, and body repair.Type B: In addition to type A uses, any repair, rebuilding or reconditioning <strong>of</strong> any motor vehicle.Type C: Any premises used or designed to be used for the sale <strong>of</strong> gasoline in conjunction with anotherprincipal retail use.Average trip length: the average distance in miles <strong>of</strong> external trips.Background traffic: volume <strong>of</strong> traffic on roads identified in the <strong>City</strong>'s thoroughfare network notattributable to the proposed development order.Backlogged thoroughfare: state or city roadway operating at a level <strong>of</strong> service below the minimumstandard level <strong>of</strong> service adopted by the city commission and is not programmed for construction in thefirst three years <strong>of</strong> the State <strong>of</strong> <strong>Florida</strong> Department <strong>of</strong> Transportation Five-Year Road Program for StateRoads or is not included in the <strong>City</strong>'s five-year program for capacity improvements.Banks and savings with drive-in: has the meaning assigned in the Institute <strong>of</strong> Transportation EngineersTrip Generation Manual ("ITE Manual"), Code 912, and includes any financial institution that ischaracterized by the ITE Manual as a "walk-in" facility.Banks and savings with walk-in: has the meaning assigned in the ITE Manual, Code 911, and includesany financial institution that is characterized by the ITE Manual as a "walk-in" facility.Banner: Any temporary sign meeting the time limitation <strong>of</strong> the ordinance with characters, letters,illustrations, or ornamentation applied to cloth, paper, or fabric <strong>of</strong> any kind that is not permanentlyattached to a solid backing <strong>of</strong> wood, plastic, metal, masonry, or similar rigid material. A flag shall not beconsidered a banner.Bar: premises devoted primarily to the retailing and drinking <strong>of</strong> malt, vinous or other alcoholicbeverages, or any other premises where any sign is exhibited or displayed indicating that alcoholicbeverages are obtainable for consumption on the premises. The word "bar" shall include the words"saloon," "tavern," "pub," "barroom," "cocktail lounge" and "cabaret."Basement: portion <strong>of</strong> a building having its floor subgrade below ground level on all sides.Bed and breakfast homestay: owner-occupied building used as a single-family residential dwelling thatprovides overnight lodging and breakfast to transient, paying guests.
