Existing: the average condition immediately before a legal act <strong>of</strong> development or redevelopmentcommences.Existing Construction: means, for the purposes <strong>of</strong> floodplain management, structures for which the start<strong>of</strong> construction commenced before April 18, 1974. This term may also be referred to as “existingstructures”.Existing manufactured home park or subdivision: a manufactured home park or subdivision for whichthe construction <strong>of</strong> facilities for servicing the lots in which the manufactured homes are to be affixed(including at a minimum the installation <strong>of</strong> utilities, the construction <strong>of</strong> streets, and either final sitegrading or the pouring <strong>of</strong> concrete pads) was completed before April 18, 1974.Expanded residential building site: two or more contiguous lots that front on the same street, that areunder the same ownership, and one <strong>of</strong> which is occupied by a single-family or two-family standarddwelling, and the other <strong>of</strong> which is vacant. Lots under the same ownership having common rear lot lines,platted through lots, or lots combined to create through lots, are not included in this definition.Expansion: Expansion <strong>of</strong> the capacity <strong>of</strong> a road applies to all road and intersection capacityenhancements and includes extensions, widening, intersection improvements, upgrading signalization andimproving pavement conditions.Expansion to an existing manufactured home park or subdivision: the preparation <strong>of</strong> additional sites bythe construction <strong>of</strong> facilities for servicing the lots on which the manufactured homes are to be affixed(including the installation <strong>of</strong> utilities, the construction <strong>of</strong> streets, and either final site grading or thepouring <strong>of</strong> concrete pads).External trip: any trip that has either its origin or destination at the development site and that impacts themajor road network.Facade: portion <strong>of</strong> a building encompassing the area extending in a generally vertical plane from theground to the highest point <strong>of</strong> the building, marquee or canopy and extending in a horizontal planebetween the vertical ends <strong>of</strong> the structure.Family: any number <strong>of</strong> related individuals living together as a single housekeeping unit. A family mayinclude up to six unrelated persons.Farm worker: any person who assists with the chores, operation, security or maintenance <strong>of</strong> a farm orranch.Farm worker living facility: one or more dwellings located on a lot used to house farm workers. Alsoincludes a bunkhouse.Fascia sign. A sign located on the fascia <strong>of</strong> a ro<strong>of</strong> or canopy, or affixed to the front plane <strong>of</strong> a mansardro<strong>of</strong> that is a maximum <strong>of</strong> 30 degrees from vertical, including signs that extend the plane <strong>of</strong> the structuralfascia such that the vertical dimension <strong>of</strong> the sign is no more than one-third the distance from the groundto the bottom <strong>of</strong> the fascia, and no lateral supports are used.Federal manufactured housing construction and safety standard codes: Title VI <strong>of</strong> the 1974 Housingand Community Development Act (42 U.S.C. 5401 et seq.), as amended (previously known as the FederalMobile Home Construction and Safety Standards), rules and regulations adopted there under (includinginformation supplied by the home manufacturer, which has been stamped and approved by a designapproval primary inspection agency, an agent <strong>of</strong> the U.S. Department <strong>of</strong> Housing and UrbanDevelopment pursuant to HUD rules), and regulations and interpretations <strong>of</strong> said code by the <strong>Florida</strong>Department <strong>of</strong> Highway Safety and Motor Vehicles Bureau <strong>of</strong> Mobile Home Construction; all <strong>of</strong> whichbecame effective for mobile/manufactured home construction on June 15, 1976.Fee payer: person commencing a land development activity which requires the payment <strong>of</strong> a fee requiredby this chapter. A "fee payer" includes any person or entity who pays a transportation impact fee or<strong>Ordinance</strong> No. <strong>04</strong>-<strong>2012</strong> <strong>Adopted</strong> June 4, <strong>2012</strong> Page 23 LDC Section 70-30
