Camouflaged communication tower: tower designed to unobtrusively blend into the existingsurroundings and be disguised so as to not have the appearance <strong>of</strong> a communication tower. Suchstructures shall be considered communication towers and not spires, belfries, cupolas or otherappurtenances usually required to be placed above the ro<strong>of</strong> level for purposes <strong>of</strong> applying heightlimitations. It is recognized that due to their height, such structures must be designed with sensitivity toelements such as building bulk, massing and architectural treatment <strong>of</strong> both the tower and surroundingdevelopment. Camouflaged towers on developed property must be disguised to appear as either a part <strong>of</strong>the structure housing the principal use or an accessory structure that is normally associated with theprincipal use occupying the property. Camouflaged towers developed on unimproved property should bedisguised to blend in with the existing vegetation. An example <strong>of</strong> a camouflaged communication towerwould be a tower that is constructed in the form and shape <strong>of</strong> a tree in order to appear to be part <strong>of</strong> aforested area, or a tower constructed to appear to be or to actually be a component <strong>of</strong> a bell or clock toweron sites with existing industrial or institutional development, or to be or appear to be a component <strong>of</strong> achurch steeple on sites with existing churches.Camper: See "mobile recreational shelters and vehicles."Campground: See "recreational vehicle park."Car wash: structure containing specialized mechanical apparatus and facilities for washing motorvehicles.Canopy: structure constructed <strong>of</strong> rigid materials, including but not limited to metal, wood, concrete,plastic or glass, attached to and supported by a building or by columns, poles or braces extended to theground.Canopy sign: means the same as "Marquee sign."Capacity: Ability to absorb demand safely.Capital improvement: includes architectural studies, preliminary engineering, engineering designstudies, land surveys, property acquisition, engineering, permitting and construction <strong>of</strong> all the necessaryfeatures for any project, including:(a) For any fire/rescue service project (Chapter 94):1. Construction <strong>of</strong> fire stations and substations.2. Acquisition <strong>of</strong> all firefighting and protection equipment necessary for the prevention <strong>of</strong> firesand fighting fires.3. Acquisition, construction, and equipping <strong>of</strong> training facilities to support fire/rescue servicestaff.4. Acquisition and equipping <strong>of</strong> rescue vehicles and other emergency equipment.5. Any other buildings, improvements to land, and related equipment and vehicles used for fireand rescue activities.6. Acquisition <strong>of</strong> land that is used for the purposes described in subsections 1. through 5.,above.(b) For any park project (Chapter 94), any preliminary engineering, engineering design studies, landsurveys, property acquisition, engineering, permitting and construction <strong>of</strong> all the necessaryfeatures for district and local neighborhood parks projects, including but not limited to layout <strong>of</strong>walking paths, construction <strong>of</strong> ballfields, picnic pavilions, installation <strong>of</strong> equipment forchildren's play areas, irrigation systems, lighting systems, fencing, bleachers, roads, parkingfacilities, restrooms, concession and community buildings, manager quarters and storagebuildings.<strong>Ordinance</strong> No. <strong>04</strong>-<strong>2012</strong> <strong>Adopted</strong> June 4, <strong>2012</strong> Page 11 LDC Section 70-30
