Development order: an order authorizing the granting, denying, or granting with conditions [<strong>of</strong>] theissuance <strong>of</strong> development permits, to include building permits, for a development which is the subject <strong>of</strong>an application.Development permit: any permit, other than a building permit, or any other <strong>of</strong>ficial action <strong>of</strong> a unit oragency <strong>of</strong> local government having the effect <strong>of</strong> allowing the development <strong>of</strong> land to commence.Development plan: any subdivision or site plan which is the subject <strong>of</strong> this chapter.Development Review Committee: group <strong>of</strong> people performing administrative review <strong>of</strong> developmentapplications as set forth in <strong>City</strong> <strong>Ordinance</strong> No. 96-59 [section 74-1(b)], as it may be amended from timeto time.Development, rural: residential development where the density is one unit per acre, or less.Development, urban and suburban: residential development where the maximum density is greater thanone unit per acre.Diameter at breast height (DBH:) the trunk diameter <strong>of</strong> a tree measured four and one-half feet above theaverage ground level at the base <strong>of</strong> the tree. Provided, however, if the tree forks above four and one-halffeet above ground level, it is measured below the swell resulting from the double stem. Stems that forkbelow four and one-half feet above ground level shall be considered separate trees.Diffuse: to spread or scatter widely, or thinly.Direct illumination: illumination resulting from light emitted directly from a lamp or luminaire, not lightdiffused through translucent signs or reflected from other surfaces such as the ground <strong>of</strong> building faces.Directional sign:(1) A sign, permanently erected or permitted in the public right-<strong>of</strong>-way or private property by thecity, county, the state or other governmental agency, including signs that denote the name <strong>of</strong> anythoroughfare, the route to any city, town, village, educational institution, public building, historicplace, shrine or hospital to direct and regulate traffic, to denote any railroad crossing, bridge, ferry orother transportation or transmission company for the direction or safety <strong>of</strong> the public.(2) A sign, notice or symbol for the information <strong>of</strong> the Federal Aviation Administration as tolocations, directions, landings and conditions affecting safety in aviation.(3) An on-premises temporary sign that contains information regarding the time and place <strong>of</strong> regularmeetings <strong>of</strong> civic or religious groups.(4) An on-premises sign within a complex or a planned unit development indicating the route <strong>of</strong>travel for reaching the place within the complex or planned unit development indicated on the signface.(5) Any sign used to indicate the direction to entrances, exits, parking areas, restrooms, drive-throughfacilities or other nonbusiness related facilities on the site.Directory sign: Any sign listing only the names, uses or locations <strong>of</strong> more than one business, activity orpr<strong>of</strong>essional <strong>of</strong>fice conducted within a building, group <strong>of</strong> buildings or commercial center.Disability glare: bright light resulting in reduced visual performance and visibility. It is <strong>of</strong>tenaccompanied by discomfort.Display lot or area: outdoor areas where active nighttime sales activity occurs and where accurate colorperception <strong>of</strong> merchandise by customers is required. To qualify as a display lot, one <strong>of</strong> the followingspecific uses must occur: automobile sales, boat sales, tractor sales, building supply sales, gardening ornursery sales, assembly lots, swap meets.
