and/or walkways; nor does it include excavation for a basement, footings, piers or foundations or theerection <strong>of</strong> temporary forms; nor does it include the installation on the property <strong>of</strong> accessory buildings,such as garages or sheds not occupied as dwelling units or not part <strong>of</strong> the main structure.State certified erosion control inspectors: individuals that have successfully completed and met allrequirements <strong>of</strong> the FDEP Stormwater, Erosion, and Sedimentation Control Inspector Training Program.Storage system: any one or combination <strong>of</strong> tanks, sumps, wet floors, waste treatment facilities, pipes,vaults, or other portable or fixed containers used, or designed to be used, for the storage <strong>of</strong> hazardoussubstances at a facility.Stormwater management system facility: system <strong>of</strong> manmade structures or natural resources designed orused to collect, convey, hold, divert or discharge stormwater, and includes stormwater sewers, canals,detention structures, retention structures, lakes, holding basins, wetlands, and natural depressions.Straddle dance, lap dance, face dance or friction dance:(1) The use by any worker <strong>of</strong> any part <strong>of</strong> his body to touch the genital or pubic area <strong>of</strong> another personwhile at the establishment, or the touching <strong>of</strong> the genital or pubic area <strong>of</strong> any worker to anotherperson while at the establishment. It shall be a "straddle dance" regardless <strong>of</strong> whether the "touch"or "touching" occurs while the worker is displaying or exposing any specified anatomical area. Itshall also be a "straddle dance" regardless <strong>of</strong> whether the "touch" or "touching" is direct orindirect (through a medium).(2) The straddling <strong>of</strong> the legs <strong>of</strong> any worker over any part <strong>of</strong> the body <strong>of</strong> a person other than anotherworker at the establishment, regardless <strong>of</strong> whether there is a touch or touching.Street: a public or private vehicular right-<strong>of</strong>-way or easement which affords a primary means <strong>of</strong> access toabutting properties, whether designated as a street, avenue, highway, road or however otherwisedesignated, but excepting driveways to other buildings. The term "street" shall include all roaddesignations shown on the thoroughfare system plan map.Structural alterations: any change, except for repairs or replacement, in the supporting members <strong>of</strong> abuilding, such as bearing walls, columns, beams or girders, floor joists or ro<strong>of</strong> joists.Structure: anything constructed or erected that requires location on the ground or is attached to an objecthaving a location on the ground.Subdivision: division <strong>of</strong> a parcel <strong>of</strong> land into two or more lots, blocks, or parcels as recorded in the PublicRecords <strong>of</strong> Volusia County, <strong>Florida</strong>.Subdivision home sales center: those sites approved pursuant to chapter 110 as model home sales centersin subdivisions.Subdivision sign: sign designating a subdivision, plat or other division <strong>of</strong> real property.Substantial damage: Damage <strong>of</strong> any origin sustained by a structure whereby the cost <strong>of</strong> restoring thestructure to its before damaged condition would equal or exceed 50 percent <strong>of</strong> the market value <strong>of</strong> thestructure before the damage occurred.Substantial improvement: Any reconstruction, rehabilitation, addition, or other improvement <strong>of</strong> astructure, the cost <strong>of</strong> which equals or exceeds 50 percent <strong>of</strong> the current market value <strong>of</strong> the structurebefore the “start <strong>of</strong> construction” <strong>of</strong> the improvement. This term includes structures that have incurred“substantial damage” regardless <strong>of</strong> the actual repair work performed. This term does not include any alteration <strong>of</strong> a historic structure, providedthat the alteration will not preclude the structure’s continued designation as a historic structure.Substantially improved existing manufactured home parks or subdivision: where the repair,reconstruction, rehabilitation or improvements <strong>of</strong> the streets, utilities and pads equals or exceed 50percent <strong>of</strong> the value <strong>of</strong> the streets, utilities and pads before the repair, reconstruction or improvementcommenced.Supermarket: includes grocery stores with or without meat sales and shopping centers.Supplementary wall sign: A non-permanent sign installed within a poster frame, window, door, clipframe, or other similar display fixture or area. Temporary window signs are considered supplementarywall signs.Swale area: portion <strong>of</strong> land between the traveled roadway and the sidewalk or property line.Tailwater recovery systems: facilities, permitted by the St. John's River Water Management District, orthe United States Department <strong>of</strong> Agriculture Conservation Service, to collect, store and transport residualirrigation water for reuse in a farm irrigation distribution system.Temporary: means a period <strong>of</strong> less than 12 months, except that certain temporary uses and structures thatare specifically recognized in this chapter may exist for longer time periods in accordance with thespecific provisions <strong>of</strong> this chapter until they are replaced by other uses or structures.Temporary lighting: lighting which does not conform to the provisions <strong>of</strong> this chapter and which will notbe used for more than one 30-day period within a calendar year, with one 30-day extension. Temporarylighting is intended for uses which by their nature are <strong>of</strong> limited duration, for example, holidaydecorations, civic events or construction projects.Temporary portable storage unit: any container designed for the storage <strong>of</strong> personal property that istypically rented to owners or occupants <strong>of</strong> property for their temporary use and that is typically deliveredand removed by a truck.
