Lot line, front: property line abutting any street right-<strong>of</strong>-way, or for streets with less than 50 feet <strong>of</strong>dedicated right-<strong>of</strong>-way, an imaginary line located 15 feet from and parallel to the edge <strong>of</strong> the traveledway.Lot line, rear: property line most distant from and most nearly parallel to the front lot line. In the case <strong>of</strong>lots abutting streets on more than two sides, rear lot line shall mean the rear lot line as established by priorconstruction. In the case <strong>of</strong> corner lots, the lot line most distant from and parallel to the front <strong>of</strong> thebuilding shall be the rear lot line. Low-pr<strong>of</strong>ile luminaire: light fixture set on a base which raises the source <strong>of</strong> the light no higher than 48inches <strong>of</strong>f the ground, and designed in such a way that light is directed downward from a hooded lightsource.Lowest adjacent grade: The lowest elevation, after the completion <strong>of</strong> construction, <strong>of</strong> the ground,sidewalk, patio, deck support, or basement entryway immediately next to the structure.Lowest floor: The lowest floor <strong>of</strong> the lowest enclosed area (including basement). An unfinished or floodresistant enclosure, used solely for parking <strong>of</strong> vehicles, building access, or storage, in an area other than abasement, is not considered a building’s lowest floor, provided that such enclosure is not built so as torender the structure in violation <strong>of</strong> the applicable non-elevation design standards <strong>of</strong> this ordinance.Lumen: is a unit <strong>of</strong> luminous flux; used to measure the amount <strong>of</strong> flight emitted by lamps.Luminaire: the complete lighting assembly, less the support assembly. For purposes <strong>of</strong> determining totallight output from a luminaire, lighting assembles which include multiple unshielded or partially shieldedlamps on a single pole or standard shall be considered as a single unit.Lux: is a unit <strong>of</strong> luminance equal to one lumen per square meter. It is the luminous flux per unit area inthe metric system. One lux equals approximately 0.0929 foot candles.Machine or Device: A finding that is a simulated gambling device under section 110-840 does notpreclude a finding that it is also a slot machine or device under Section 849.16, <strong>Florida</strong> Statutes.Major sports facility: stadium or racetrack for major sports events with a permanent seating capacity <strong>of</strong>at least 5,000 spectators. Further, a major sports facility is characterized by infrequent use such that thereare no more than 30 days <strong>of</strong> use per year where the facility is at, or above, ten percent occupancy. Actualfee for this land use category, provided it meets the definition, is based on the rate <strong>of</strong> frequency <strong>of</strong> use(greater than ten percent occupancy) on an annual basis.Manufactured dwelling: structure fabricated in a manufacturing facility and bearing a seal certifying itis constructed to standards as adopted under the authority <strong>of</strong> F.S. § 553.35 et seq. and rules adopted by the<strong>Florida</strong> Department <strong>of</strong> Community Affairs under Chapter 9B-1 et seq., <strong>Florida</strong> Administrative Code.Manufactured home: a structure, transportable in one or more sections, which is built on a permanentchassis and designed to be used with or without a permanent foundation when connected to the requiredutilities. The term also includes park trailers, travel trailers, recreational vehicles, and similartransportable structures placed on a site for 180 consecutive days or longer and intended to be improvedproperty.Manufactured home park or subdivision: A parcel (or contiguous parcels) <strong>of</strong> land divided into two ormore manufactured home lots for rent or sale.Manufacturing: air curtain incinerators; mining; commercial fish processing plants; livestock feed lots;bottling <strong>of</strong> s<strong>of</strong>t drinks or milk and distribution stations; and hazardous waste transporter facilities.Marina: boat dock or basin with facilities for berthing, securing, fueling and servicing various types <strong>of</strong>recreational watercraft. It may include the provision <strong>of</strong> supplies and storage. It does not include boatdocks that are accessory to residential uses.Market value: The building value, which is the property value excluding the land value and that <strong>of</strong> thedetached accessory structures and other improvements on site (as agreed to between a willing buyer andseller) as established by what the local real estate market will bear.
