1.3.2 Water Sector Services<br />

In urban areas with populations of over 10,000, dr<strong>in</strong>k<strong>in</strong>g water supply and sanitation<br />

services is generally the responsibility of ONEA 36 , the national water office. Coverage<br />

of dr<strong>in</strong>k<strong>in</strong>g water supply is estimated at 74%, with 40% of the population us<strong>in</strong>g public<br />

standpipes and 34% with <strong>in</strong>dividual household connections. In order to <strong>in</strong>crease<br />

access to water, numerous modern water po<strong>in</strong>ts have been constructed throughout<br />

the country by national and/or <strong>in</strong>ternational <strong>in</strong>itiatives, programs or projects.<br />

In rural areas, 27,000 bore-holes and 7,300 modern wells are actually <strong>in</strong> operation.<br />

These water facilities are re<strong>in</strong><strong>for</strong>ced by 311 function<strong>in</strong>g small water networks with<br />

founta<strong>in</strong> systems. In 2005, 60% of rural population had access to dr<strong>in</strong>k<strong>in</strong>g water 3738 .<br />

The <strong>National</strong> <strong>Programme</strong> <strong>for</strong> Dr<strong>in</strong>k<strong>in</strong>g Water Supply and Sanitation 2015 39 aims to<br />

achieve dr<strong>in</strong>k<strong>in</strong>g water coverage of 80% <strong>in</strong> rural areas with 20 l/<strong>in</strong>habitant/day, and<br />

87% <strong>in</strong> urban areas with 50 l/<strong>in</strong>habitant/day by 2015.<br />

1.4 Energy<br />

Susta<strong>in</strong>able energy provision is another major challenge. As <strong>in</strong> other countries <strong>in</strong><br />

West Africa, energy supplies are utterly <strong>in</strong>adequate <strong>in</strong> terms of achiev<strong>in</strong>g susta<strong>in</strong>able<br />

development objectives.<br />
