<strong>Feasibility</strong> <strong>Study</strong> <strong>for</strong> a <strong>National</strong> <strong>Domestic</strong> <strong>Biogas</strong> <strong>Programme</strong> Burk<strong>in</strong>a Faso<br />

Today, the energy policy aims to achieve the follow<strong>in</strong>g objectives:<br />

- Reduce the import bills <strong>for</strong> hydrocarbons by diversification, substitution and<br />

energy efficiency<br />

- Reduce pressure on natural <strong>for</strong>est resources<br />

- Improve the <strong>in</strong>stitutional and legislative framework<br />

- Increase electricity coverage <strong>in</strong> towns and villages and improve the general<br />

situation <strong>in</strong> the countryside by provid<strong>in</strong>g energy services<br />

- Improve <strong>in</strong>volvement of socio-economic aspects<br />

- Increase the electricity offer<br />

- Develop energy efficiency programmes<br />

- Develop the national energy supply <strong>in</strong> a susta<strong>in</strong>able and af<strong>for</strong>dable way<br />

- Promote and dissem<strong>in</strong>ate new energy technologies<br />

S<strong>in</strong>ce December 2000, the energy policy is been def<strong>in</strong>ed and developed along 4<br />

axes:<br />

1. improvement of the fuel wood offer through susta<strong>in</strong>able, participatory and<br />

decentralised management methods <strong>for</strong> natural resources<br />

2. promotion of substitution fuels such as kerosene and LPG<br />

3. awareness rais<strong>in</strong>g campaigns to promote the use of fuel wood / charcoal<br />

sav<strong>in</strong>g stoves<br />

4. structur<strong>in</strong>g and liberalis<strong>in</strong>g the energy market.<br />

1.4.2 Electricity from SONABEL<br />

Accord<strong>in</strong>g to data from the national electricity provider SONABEL, Burk<strong>in</strong>a Faso<br />

produced about 549 GWh of electricity, and imported more than 139 GWh 42 <strong>in</strong> 2006.<br />

Electricity production is essentially from thermal and hydro-electric plants. With<br />

regard to the number of consumers and electrified localities, the electricity<br />

consumption of 32 KWh 43 per capita rema<strong>in</strong>s low. Electricity prices have been<br />

<strong>in</strong>creas<strong>in</strong>g cont<strong>in</strong>uously. The production cost per KWh <strong>in</strong> 2006 was 121.21 FCFA –<br />

correspond<strong>in</strong>g to 18.5 EUR-Cent. Electricity provided by SONABEL is there<strong>for</strong>e<br />

unaf<strong>for</strong>dable <strong>for</strong> the majority of the population.<br />

Moreover, the electrification rate is about 15%, - 3% <strong>in</strong> rural areas 44 . 95% of available<br />

electricity is consumed <strong>in</strong> urban areas, while electricity needs <strong>in</strong> peri-urban and rural<br />

areas rema<strong>in</strong> uncovered.<br />

At household level <strong>in</strong> peri-urban and rural areas, energy demand focuss<strong>in</strong>g on<br />

cook<strong>in</strong>g and light<strong>in</strong>g energy needs is essentially met us<strong>in</strong>g solid biomass, ma<strong>in</strong>ly fuel<br />

wood. Wood, charcoal and agricultural wastes account <strong>for</strong> between 52% and 90% of<br />

f<strong>in</strong>al energy consumption 45 .<br />
