CHAPTER 1Fusion for EnergyThe European Joint Undertaking for ITER and theDevelopment of Fusion Energy or Fusion for Energy(F4E) is a type of European organisation known as aJoint Undertaking created under the Euratom Treatyby a decision 1 of the Council of the European Union.F4E was established for a period of 35 years from 19April 2007 and its offices are situated in Barcelona,Spain. The objectives of F4E are to implementthe obligations of the European Atomic EnergyCommunity (Euratom) stemming from two internationalagreements related to fusion energy research:• Establishment of the ITER International FusionEnergy Organization for the Joint Implementationof the ITER Project (Euratom, China, Korea, India,Japan, Russia and the USA);• Joint Implementation of the Broader ApproachActivities in the Field of Fusion Energy Research(with Japan).In the longer term, F4E will prepare and coordinatea programme of activities in preparation for theconstruction of a demonstration fusion reactor (DEMO)and related facilities including the International FusionMaterials Irradiation Facility (IFMIF).Legal Basis of the Annual ReportThe statutes establishing F4E include the requirementunder Article 14 for an Annual Activity Report which:“...shall record the implementation of the workprogrammes by the Joint Undertaking. It shall inparticular outline the activities conducted by theJoint Undertaking and evaluate the results withrespect to the objectives and the timetable set,the risks associated with the activities carried out,the use of resources and the general operation ofthe Joint Undertaking. The annual activity reportshall be prepared by the Director, approved bythe Governing Board and sent to the Members,the Commission, the European Parliament andthe Council of the European Union.”This Report is intended to meet this requirementand provides an overview of the technicaland administrative status of F4E including theimplementation of its Work Programmes. Acomplementary description of the technical activitiesof F4E can be found in the Technical Progress Reportwhich is published separately.For the 2010 exercise, F4E has taken on board thecomments made by the Governing Board about the2009 Annual Report. In addition, the 2010 reporthas been reviewed by the subsidiary bodies of theGoverning Board (Executive Committee and TechnicalAdvisory Panel).Report StructureThe Report is divided into four parts:• A brief description of fusion energy research, theITER and Broader Approach (BA) projects;• A summary of the main achievements in theimplementation of the ITER and BA projects;• The management, administration, resources andother support services of the organisation;• Ten annexes providing information on:••Acronyms used in the Annual Report;••Implementation of F4E’s work programme;••Risk management;••Composition of the F4E’s bodies andcommittees;••F4E’s Organisational Chart;••Implementation of F4E’s 2010 Budget;••Allocation of credit from the ITER IO;••Statistics concerning F4E staffing;••Declaration of assurance by the Director;••Analysis and assessment of the AnnualReport by F4E’s Governing Board.121 O.J.
