Geographical distribution of operational procurement contracts and grant agreements awarded by <strong>F4E</strong> during the period 2008-<strong>2010</strong><strong>For</strong> the procurements listed in Annex II, the averagenumber of calendar days from the submission of thetender to the awarding of the contract by <strong>F4E</strong> was 71.<strong>For</strong> the grants listed in the same Annex, the averagenumber of calendar days from the submission of theproposal to the awarding of the grant agreement by<strong>F4E</strong> was 117.According to <strong>F4E</strong> Financial Regulations, theimplementation of the WP 2009 was concludedduring the year <strong>2010</strong>. On 31 December <strong>2010</strong>, allprocurements and grants related to the final WP 2009were signed. The implementation of the WP <strong>2010</strong> willcontinue throughout 2011 and will be concluded by31 December 2011.Administrative ProcurementAlthough less visible than operational procurementactivities, <strong>F4E</strong> is also required to place administrativecontracts in order to ensure its proper internalfunctioning and provide the necessary support to theprojects. Among these are also Joint Procurementprocedures with the European Commission andService Level Agreements (SLA) with different EUbodies.During <strong>2010</strong>, a total of five administrative procurementprocedures were issued, seven procurement contractswere awarded and six procurement contracts weresigned. The contracts awarded include one formedical services which should speed up recruitmentprocess, a four year framework contract for softwareand another for legal services.Business IntelligenceIn <strong>2010</strong> <strong>F4E</strong>’s consolidated its interactions withindustries and associations and four Industrial LiaisonOfficers (ILOs) meetings took place. These meetingshave supported wide dissemination of informationon on-going and future procurement needs for thefulfilment of Europe contribution to ITER.Both directly and through the ILOs, <strong>F4E</strong> is buildingup strong relationships with European industries. Anestimated 250 companies were met in <strong>2010</strong>, eitheron face-to-face meeting or during plenary sessionswhere <strong>F4E</strong> had the opportunity to introduce <strong>F4E</strong>procurement activities and ways forward.An increase in pre-procurement activities has takenplace in <strong>2010</strong> and <strong>F4E</strong> has managed or contributedto the over 15 meetings, seminars and informationsessions as part of the preparation of procurementactivities in several areas.A first series of nine mappings has been developed todescribe European capabilities in view of forthcomingcalls for tenders. This exercise is done using channelssuch as ILOs, <strong>F4E</strong> Industry Portal and meetings withindustries.In <strong>2010</strong> the <strong>F4E</strong> Industry & Associations Portalwas launched with the aim of delivering dynamicinformation on <strong>F4E</strong>’s procurement activity through itscall workspace and its announcement section.The Portal (https://industryportal.f4e.europa.eu)includes the <strong>F4E</strong> Supplier database where more than800 potential suppliers have already registered andinitiated the generic pre-qualification process.ANNUAL REPORT <strong>2010</strong> FUSION FOR ENERGY51
