This plan has beeninformed by the Government’s target to reach 35 percent national electrification by 2020—as part of Rwanda’s Vision 2020. While additional grid extensions are required to achieve theVision 2020 target, the focus of the programme will remain in areas that are relatively closeto existing electricity infrastructure.30

This is a reality given expectations on the ability ofhouseholds to afford electricity, the availability of funding from external sources, and therate that sector players can expand the electricity system.However, social infrastructure in all sectors will be targeted for electricity access by 2012. Alladministrative offices, health centres and schools that are currently un-electrified (or nongridelectrified) and fall within the planning cells prioritised for grid electrification willreceive grid supply by 2012. As discussed below in Section 4.5, the social facilities that falloutside these planning cells will also have access to electricity from dedicated solar PVsystems.
