<strong>Housing</strong> <strong>for</strong> <strong>Varying</strong> <strong>Needs</strong> <strong>Review</strong>residential care services provided by ACC have been uplifted year onyear.8.4 The Senior Personal Carer costs <strong>for</strong> 2010/2011 were £3.57 millionacross 49 sites. (This includes some non-recurring costs associatedwith additional staff to support tenants where housing improvementswere being undertaken).8.5 Funding sources currently are:Supporting People Budget<strong>Housing</strong> General Fund£1.97 million£1.6 millionIncome from Tenants <strong>for</strong> 2010/11 from SP charges £426,034.8.6 The <strong>Housing</strong> Revenue Account contribution <strong>for</strong> “protected tenants” iscirca £400k.8.7 A snap shot taken in October 2011 gives an indication the currentcharges made and received by the <strong>City</strong> <strong>Council</strong>. The key figures are asfollows:• 907 financial assessments processed.Full Charge 482Partial charge 73Nil Charge 352• 1050 protected up to 31 March 2006.8.8 COSLA has decided that the passporting of tenants in receipt of housingbenefit had created an anomaly and inequality <strong>for</strong> tenants in the system.8.9 The 2011/12 Guidance states: “Over the past two years, the COSLApolicy has been that the removal of the passport protection should onlyapply to new recipients of a service. It is now suggested that it shouldopen to councils to choose whether or not to remove the protection <strong>for</strong>all clients”.A Copy of the Guidance is available online athttp://www.ccpscotland.org/assets/files/hseu/in<strong>for</strong>mation/consultations/COSLA%20Charging%20Guidance%202011.doc .8.10 This has led to a number of local authorities taking the decision toremove the protection <strong>for</strong> all tenants.20
