This is very apparent in Goal 8, which reads like a list of items and where, in large part for politicalreasons, precisely defined targets remained elusive. Target 8B, for example, seeks to “address the special needsof the least developed countries” but gives neither a timeframe nor a quantitative target or indicator to monitorprogress.
