For several decades,most of the region’s infrastructure wasfinanced with public resources, and,given a variety of macroeconomic andinstitutional disorders, these were scarceand inefficiently used.Under heavy fiscal pressure, shrinkinginvestment was usually the adjustmentmechanism adopted by governments.
