Small business energy efficiency(2) Program requiredThe Administrator shall develop and coordinate a Government-wide program, building on the Energy Star for SmallBusiness program, to assist small business concerns in--(A)becoming more energy efficient;(B) understanding the cost savings from improved energy efficiency; and(C) identifying financing options for energy efficiency upgrades.(vii)assist owners of small business concerns with the development and commercialization of clean technologyproducts, goods, services, and processes that use renewable energy sources, dramatically reduce the use of naturalresources, and cut or eliminate greenhouse gas emissions through--(I) technology assessment;(II )intellectual property;(III) Small Business Innovation Research submissions under section 638 of this title;(IV) strategic alliances;(V) business model development; and(VI) preparation for investors; and(VII) help small business concerns improve environmental performance by shifting to less hazardous materials andreducing waste and emissions, including by providing assistance for small business concerns to adapt the materialsthey use, the processes they operate, and the products and services they produce.15 U.S.C.A. § 695Title 15. State development companies(a) Congressional finding and declaration of purposeThe Congress hereby finds and declares that the purpose of this subchapter is to foster economic development and tocreate or preserve job opportunities in both urban and rural areas by providing long-term financing for smallbusiness concerns through the development company program authorized by this subchapter.(b) Loans; obligations of development companiesThe Administration is authorized to make loans to State development companies to assist in carrying out thepurposes of this chapter. Any funds advanced under this subsection shall be in exchange for obligations of thedevelopment company which bear interest at such rate, and contain such other terms, as the Administration may fix,and funds may be so advanced without regard to the use and investment by the development company of fundssecured by it from other sources.(d) Eligibility for assistanceIn order to qualify for assistance under this subchapter, the development company must demonstrate that the projectto be funded is directed toward at least one of the following economic development objectives--CEES Page | E
