(5) be committed to minimizing administrative costs and to maximizing the availability of funds for grants underthis part; and(6) promote the use of American-made clean and efficient energy technologies, processes, and services by givingpreference to entities incorporated in the United States and whose technology will be substantially manufactured inthe United States.49 U.S.C.A. § 102Title 49. Department of Transportation(g) Office of <strong>Climate</strong> change and Environment.--(1) Establishment.--There is established in the Department an Office of <strong>Climate</strong> change and Environment to plan,coordinate, and implement--(A) department-wide research, strategies, and actions under the Department's statutory authority to reducetransportation-related energy use and mitigate the effects of climate change; and(B) department-wide research strategies and actions to address the impacts of climate change on transportationsystems and infrastructure.(2) Clearinghouse.--The Office shall establish a clearinghouse of solutions, including cost-effective congestionreduction approaches, to reduce air pollution and transportation-related energy use and mitigate the effects ofclimate change.49 U.S.C.A. § 22301Title 49. TransportationSubtitle V. Rail ProgramsPart B. AssistanceChapter 223. Capital Grants for Class II and Class III Railroads§ 22301. Capital grants for class II and class III railroads(a) Establishment of program.--(1) Establishment.--The Secretary of Transportation shall establish a program for making capital grants to class IIand class III railroads. Such grants shall be for projects in the public interest that--(A)(i) rehabilitate, preserve, or improve railroad track (including roadbed, bridges, and related track structures) usedprimarily for freight transportation;(ii) facilitate the continued or greater use of railroad transportation for freight shipments; and(iii) reduce the use of less fuel efficient modes of transportation in the transportation of such shipments; and(B) demonstrate innovative technologies and advanced research and development that increase fuel economy,reduce greenhouse gas emissions, and lower the costs of operation.(f) Study.--The Secretary shall conduct a study of the projects carried out with grant assistance under this section todetermine the extent to which the program helps promote a reduction in fuel use associated with the transportationof freight and demonstrates innovative technologies that increase fuel economy, reduce greenhouse gas emissions,and lower the costs of operation. Not later than March 31, 2009, the Secretary shall submit a report to the Committeeon Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science,and Transportation of the Senate on the study, including any recommendations the Secretary considers appropriateregarding the program.CEES Page | UU
