Special Programs/Events/Tournaments: In general, thedesign of all ongoing and new special programs/events shallbe structured to maximize revenues to foster future eventsand/or specific projects within the Parks system.Corporate Sponsorship and donations shall be secured toprovide these services to the general public at minimal orno cost.v. FEES FOR SPECIAL FACILITIESA. When not in use for department sponsored and co-sponsoredactivities, designated areas and facilities and recreationequipment may be rented by organizations and the general publicin accordance to established policies and procedures.1. Area and facility rental rates will be computed by adding thepersonnel costs, an hourly utility cost, and any related costfor the facility in question. Groups coordinating fundraisers'such as but not limited to road races, walks, festivals, etc.must meet with park management to discuss logistics of eventand what is needed to be reserved.2. Recreation equipment will not be rented but can be used by<strong>County</strong> Funded Departments.B. Charges for Charitable (Non-<strong>Cabarrus</strong> <strong>County</strong> Sponsored) ActivitiesCharitable, non-profit, Community serving organizations whoconduct an event on park property for the purpose of raisingfunds or meetings must pay the established rental fee calculatedto cover the cost of the <strong>County</strong> for use of said facility.Certificate of Liability Insurance is required.C. <strong>Cabarrus</strong> <strong>County</strong>charged for oneper fiscal year.501((1)c ) 3 Chari table organizations will not befundraising event or one (1) meeting/picnicD. Any organization who has the <strong>County</strong> Parks Department as a cosponsorwill not be charged any facility rental fees. To be cosponsoredthe event/activity must meet the following criteria:1. Be a recognized <strong>Cabarrus</strong> <strong>County</strong> or <strong>Cabarrus</strong><strong>County</strong>/Kannapolis school organization2. Provide a measurable impact and outcome for the patrons3. Be open to all interested4. Include <strong>Cabarrus</strong> <strong>County</strong> Parks on all pUblicity5. Meet the <strong>Cabarrus</strong> <strong>County</strong> Local Food Policy's 10%commitment6. Provide <strong>Cabarrus</strong> <strong>County</strong> a minimum of $1 millionliability insurance as additional insuredE. Commercial Acti vi ties: Profi t making commercial acti vi ties willnot be permitted in any public facility or upon parklands withoutprior approval by the Director of the Parks Department. Onemillion comprehensive liability insurance naming <strong>Cabarrus</strong> <strong>County</strong>as additional insured required.F. Reservations include existing park and recreation facilitiesonly. Any additional equipment or acti vi ties (i. e. Spacewalks,Dunking Booths, Hot-Air Balloons, Fireworks, generators, etc.)must be approved by the <strong>Cabarrus</strong> <strong>County</strong> Safety Risk ManagementOfficer at least two ill weeks prior to reservation date. Theequipment must be operated and supervised by the contract vendorat all times. The Director will require the organization orgroups to provide <strong>Cabarrus</strong> <strong>County</strong> with evidence of comprehensiveliability insurance sufficient to protect the <strong>County</strong> againstrisk, with a limit of at least $1 million dollars for eachoccurrence and/or $2 million aggregate policy which names the<strong>County</strong> as certificate holder and additional insured, orcertificate of insurance acceptable to the <strong>Cabarrus</strong> <strong>County</strong> SafetyRisk Management Officer. <strong>Cabarrus</strong> <strong>County</strong> may also require awaiver of subrogation from the sponsoring organization or group.
