December 19, <strong>2011</strong> (Regular Meeting) Page 914NCDOT (N. C. Department of Transportation) has agreed to do the engineeringfor the bridge portion of the proj ect, which will reduce the cost to the<strong>County</strong>; WK Dickson will do the hydraulic reports and coordinate their workwith NCDOT on the bridge design; and this will complete design andengineering of the turn lanes at Stallings Road and the extension of RagingRidge Road for Hickory Ridge Middle and High Schools. Mr. Marshall alsoresponded to questions from the Board related to: flooding in the Middletonneighborhood and an upcoming public meeting.UPON MOTION of Commissioner White, seconded by Commissioner Measmer andunanimously carried, the Board approved the contract, Amendment No.3,between <strong>Cabarrus</strong> <strong>County</strong> and WK Dickson and authorized the <strong>County</strong> Manager toexecute the contract on behalf of <strong>Cabarrus</strong> <strong>County</strong>, subj ect to review orrevisions by the <strong>County</strong> Attorney.Chairman Poole recognized <strong>Cabarrus</strong> <strong>County</strong> School (CCS) Board Chair LynnShue in attendance and asked him to share this information with the Board ofEducation.(H)APPOINTMENTS(H-l) Appointments Adult Care Home Community Advisory CommitteeAn application was received from Annette Archer and forwarded to theRegional Ombudsman for consideration. The item was tabled to the Decembermeeting to allow additional time for the Ombudsman to determine if Ms.Archer's work schedule will allow her to participate in the Committee'squarterly visits. The Regional Ombudsman has determined Ms. Archer's workschedule will work out for her to serve and recommends her for appointment.Jerry Shinn's appointment on the Adult CareCommittee ends December 31, <strong>2011</strong>. Mr. Shinnreappointed.Home Community Advisoryis interested in beingThere are currently five (5) vacant positions on this Committee.UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmerand unanimously carried, the Board appointed Annette Archer to the Adult CareHome Community Advisory Committee for an initial one-year term endingDecember 31, 2012. By the same vote, the Board also reappointed Jerry Shinnto the Adult Care Home Community Advisory Committee for a three-year termending December 31, 2014.(H-2) Appointments - Department of Aging Advisory BoardThe <strong>Cabarrus</strong> <strong>County</strong> Department of Aging Advisory Board respectfullyrecommends the reappointment of the following advisory board members for 3-year terms ending December 31, 2014: Betty Barnhardt, Ann Eaves and MichaelPlowman. The Department of Aging Advisory Board also recommends theappointment of Geri Foster and Rosa Santos for 3-year terms to replaceCecilia Aube and Dallene Dillard, respectively.UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrageand unanimously carried, the Board reappointed Betty Barnhardt, Ann Eaves andMichael Plowman to the Department of Aging Advisory Board for three-yearterms ending December 31, 2014. By the same vote, the Board appointed GeriFoster and Rosa Santos to the Department of Aging Advisory Board for threeyearterms ending December 31, 2014.(H-3) Appointments - Food Policy CouncilThe terms of appointments for a number of the Food Policy Councilmembers expires December 31. The Council recommends the 3-year reappointmentof: Trish Cramer, Randy Fisher, Wade Holland, Colleen McDaniel, JessicaCastrodale, Keila Snelling and Marcia Brashear. The Council also recommendsthe appointment of Megan Poole to fill a vacancy for the "medical industry"due to the resignation of Mary Blakeney. The Council further recommends theappointment of David Orr to the "at large" position formerly held by PhilipMcAuley. Exceptions to the "service on multiple boards" provision of theAppointment Policy will be needed for Jessica Castrodale and Randy Fisher.Ms. Castrodale also serves on the Public Health Authority of <strong>Cabarrus</strong> <strong>County</strong>and Mr. Fisher also serves on the Agricultural Advisory Board.Chairman Poole advised, as she stated during the December work session,that she will recuse herself from the vote regarding her daughter, MeganPoole.
