December 19, <strong>2011</strong> (Regular Meeting) Page 916(1-3) Finance - Presentation of the Fiscal Year <strong>2011</strong> Comprehensive AnnualFinancial ReportErica Brown, Audit Manager with Martin Starnes and Associates, gave abrief summary of the auditi ng process . She stated an unqualified opinion onthe <strong>County</strong>' s financial statements was issued and praised <strong>County</strong> staff fortheir efforts in the auditi ng .Susan Fearrington, Assistant Finance Director, reviewed theComprehensive Annual Financial Report (CAFR) for the year ended June 30,<strong>2011</strong>, including the general fund balance sheet which identified assets of$85,783,481, liabilities of $11,770,070 and fund balance available forappropriation of $16,290 , 278 . The net change in fund balance for the generalfund totaled $8,357,473 as identified on the Statement of Revenues,Expendi tures and Changes in Fund Balance. She also responded to questionsfrom the Board throughout the presentation and announced the CAFR isavailable to the public on t he <strong>County</strong>'s website (www . cabarruscounty . us ).UPON MOTION of Commissioner Carruth, seconded by Commissioner White andunanimously carried, the Board accepted the Fiscal Year <strong>2011</strong> ComprehensiveAnnual Financi al Report as presented.Commissioner Carruth commented on risk assessment and questioned ifmoney needs to be set aside for future claims .(1 - 4) CSLE - Council for a Sustainable Local Economy - UpdateThe Board received the following report as part of the Agenda:the <strong>Cabarrus</strong> Economy from the Inside Out : Part I .Growing(1-5) Tourism Authority <strong>Cabarrus</strong> <strong>County</strong> Tourism Authority 1st Quarter<strong>2011</strong>/2012 UpdateThe Board received the followi ng report as part of the Agenda :<strong>Cabarrus</strong> <strong>County</strong> Tourism Authority's 1 s t Quarter <strong>2011</strong>/2012 Update.(1-6) Request for Applications for <strong>County</strong> Boards/CommitteesChairman Poole urged citizens to consider serving on a <strong>County</strong> board orcommittee.
