December 19, 2011 (Regular Meeting) Page 887(F-2) BOC - Proclamation - Dr. Martin Luther King, Jr. DayThe following proclamation designates January 16, 2012 as Dr. MartinLuther King, Jr. Day in Cabarrus County.UPON MOTION of Commissioner White, seconded by Vice Chairman Burrageand unanimously carried, the Board adopted the following proclamation:PROCLAMATIONProclamation No. 2011-14WHEREAS, Dr. Martin Luther King, Jr.,Atlanta, Georgia, and devoted his life toracism in America; andwas born on January 15, 1929fighting poverty, inj usticeinandWHEREAS, Dr. King, through his practice of non-violent protest,promoted the importance of love, peace and freedom for humankind andchallenged America to honor its promise of liberty and justice for allcitizens; andWHEREAS, during his lifetime, Dr. King sought to forge the commonground on which individuals of all ages, races and backgrounds could jointogether to address important community issues and provide service to theircommunity; andWHEREAS, the third Monday in January has been established as a nationalholiday to observe the anniversary of Dr. King's birth.NOW THEREFORE, the Cabarrus County Board of Commissioners herebyproclaims' Monday, January 16, 2012 as Dr. Martin Luther King, Jr. Day inCabarrus County and encourages all citizens to join in the special programsand ceremonies to be held on January 14-16 honoring the life and work of Dr.King and his legacy of peace and equality for all citizens.Adopted this the 19 th day of December, 2011.Attest:/s/ Kay HoneycuttKay Honeycutt, Clerk to the Board/s/ Elizabeth F. Poole, ChairmanCabarrus County Board of Commissioners(F-3) BOC - Resolution Establishing the Board of Commissioners' 2012 MeetingSchedule2012.The following resolution establishes the Board I s meeting schedule forUPON MOTION of Commissioner White, seconded by Vice Chairman Burrageand unanimously carried, the Board adopted the following resolution:RESOLUTIONESTABLISHING THE REGULAR MEETING SCHEDULEFOR CALENDAR YEAR 2012Resolution No. 2011-24WHEREAS, the regular agenda work sessions of the Cabarrus County Boardof Commissioners are held on the first Monday of each month at 4:00 p.m. inthe Multipurpose Room at the Governmental Center, except in December; andWHEREAS, the regular meetings of the Board of Commissioners are held onthe third Monday of each month at 6: 30 p.m. in the Commissioners' MeetingRoom at the Governmental Center; andWHEREAS, the New Year's Holiday and the Martin Luther King, Jr. holidayrequires a change in the work session and regular meeting dates in January2012; andWHEREAS, the Labor Day holiday requires a change in the agenda worksession meeting date in September 2012; and

Spencer; andWHEREAS, budget workshops are held annually and are scheduled for May22, 24, 29 and 31, 2012 from 4:00 p.m. to 7:00 p.m. in the Multipurpose Roomat the Governmental Center; andWHEREAS, the Board may attend the following conferences/gatherings anddesires to give the public ample notice:2012;NACo Legislative Conference in Washington, DC on March 3-7, 2012;NCACC County Assembly Day/Legislative Reception in Raleigh on May 30,NACo Annual Conference in Pittsburg, PA on July 13-17, 2012; andNCACC Annual Conference in Raleigh, NC on August 16-20, 2012.WHEREAS, North Carolina General Statute 153A-39 requires that the Boardhold an organizational meeting the first Monday in December for each evennumbered year; andWHEREAS, on the first Monday in December of even numbered years, it iscustomary for the Board to hold a reception and swearing-in ceremony at theGovernmental Center honoring incoming and outgoing elected officials prior tothe commencement of the organizational meeting; andWHEREAS, the organizational meeting will be held in the Board ofCommissioners' Meeting Room and begin at 6:00 p.m.; andWHEREAS,Commissioners'organizationalthe December agenda work session will be held in the Board ofMeeting Room and will commence upon the conclusion of themeeting (on or about 6:15 p.m.); andNOW, THEREFORE,Commissioners, pursuanthereby:BE IT RESOLVED,to North Carolinathe Cabarrus County Board ofGeneral Statute 153A-40 (a), does(1) Establish the Board's regular agenda work session schedule tomeet at 4: 00 p.m. in the Multipurpose Room at the GovernmentalCenter on the following dates, except in December:January 3, 2012February 6, 2012March 5, 2012April 2, 2012May 7, 2012June 4, 2012(Tuesday) July 2, 2012August 6, 2012September 4, 2012October 1, 2012November 5, 2012December 3, 2012(Tuesday)(6:15 p.m.)(2) Establish the Board's regular meeting schedule to meet at 6: 30p.m. in the Commissioner's Meeting Room at the GovernmentalCenter on the following dates:January 17, 2012February 20, 2012March 19, 2012April 16, 2012May 21, 2012June 18, 2012(Tuesday) July 16, 2012August 20, 2012September 17, 2012October 15, 2012November 19, 2012December 17, 2012BE IT FURTHER RESOLVED that any recessed,will be held as needed with proper notice asGeneral Statute 153A-40.Adopted this the 19 th day of December, 2011.Attest:/s/ Kay HoneycuttKay Honeycutt, Clerk to the Boardspecial or emergency meetingrequired by North Carolina/s/ Elizabeth F.
