December 19, <strong>2011</strong> (Regular Meeting) Page 915UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrageand unanimously carried, the Board reappointed Trish Cramer, Randy Fisher,Wade Holland, Colleen McDaniel, Jessica Castrodale, Keila Snelling and MarciaBrashear to the Food Policy Council for three-year terms ending December 31,2014; including exceptions to the "service on multiple boards" provision ofthe Appointment Policy for Ms. Castrodale and Mr. Fisher.UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrageand carried with Vice Chairman Burrage and Commissioners Carruth, Measmer andWhite voting for and Chairman Poole recused, the Board appointed Megan Poole(medical industry) to the Food Policy Council (FPC) to complete an unexpiredterm ending December 31, 2012 and appointed David Orr (at large) to the FPCfor a three-year term ending December 31, 2014.(H-4) Appointments Home and Community Care Block Grant (HCCBG) CommitteeThe terms of appointment for the entire Home and Community Care BlockGrant Committee expires December 31st. The Aging Department recommends thereappointment of the following members: Betty Babb, Larry Belk, Gail Linker,James Polk, Kelly Sifford, Cyndi Smart, Beth Croom, Karin Allen and LindaMiller Ex Officio/AAA Liaison. The Commissioner Ex Officio Liaison memberwill be appointed in a separate agenda item. The Aging Department furtherrequests the appointment of Linda McDonald as a "consumer" representative inorder to create/expand the number of local citizens with knowledge ofservices offered by the Aging Department. An exception to the "service onmultiple boards" provision of the Appointment Policy will be needed for Ms.Babb who also serves on the Piedmont Area Mental Health, Mental Retardationand Substance Abuse Authority and Mr. Polk who also serves on theTransportation Advisory Board.UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrageand unanimously carried, the Board reappointed the following individuals tothe Home and Community Care Block Grant (HCCBG) Committee Members for twoyearterms ending December 31, 2013: Betty Babb (Consumer), Larry Belk(Transportation), Gail Linker (Consumer), James Polk (DSS), Kelly Sifford(Commerce), Cyndi Smart (Aging), Beth Croom (Meals on Wheels), Karin Allen(Meals on Wheels) and Linda Miller Ex Officio/AAA Liaison; including anexception to the "service on multiple boards" provision of the AppointmentPolicy for Ms. Babb and Mr. Polk.UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Carruthand unanimously carried, the Board created a new "consumer" position on theHome and Community Care Bloc Grant Committee and appointed Linda McDonald fora two-year term to fill this position.(I)REPORTS(1-1) CYC <strong>Cabarrus</strong> youth CouncilElla Beth Wickliff, Mount Pleasant High School, and Wells King,Covenant Classical School, presented an overview of the <strong>Cabarrus</strong> youthCouncil's recent activities and accomplishments. Topics included were apartnership with DSS for a <strong>2011</strong> holiday event, working with middle schoolstudents on government/voter apathy, conferences attended and the 4-HCitizenship Focus. The following Council members were also in attendance:Taylor Furr, Hickory Ridge High School; Seth Bollenbecker, Mount PleasantHigh School; Harrison Reiff, Concord High School; Ian Smith, Central <strong>Cabarrus</strong>High School; Georgie Ziama, Covenent Classical School; Te'Shone Davidson, A.L. Brown High School; Daniel Hicks, A. L. Brown High School; Cameron Watson,Northwest <strong>Cabarrus</strong> High School; Alana Dean, J. M. Robinson High School; RyanHimes, Central <strong>Cabarrus</strong> High School; and Casey Aldridge, Concord High School.Commissioner Measmer stated the students are hard working ,and commended them for their accomplishments.motivated(1-2) CAC <strong>Cabarrus</strong> Arts Council - Video PresentationNoelle Rhodes Scott, <strong>Cabarrus</strong> Arts Council President and CEO, presenteda brief video highlighting the <strong>Cabarrus</strong> Arts Council's work in the communityand expressed appreciation for the Board's support for the Council.Several Commissioners expressed appreciation for the Council's work andaccomplishments in the community.
