2.274 Regional strategies – Innovate Finance has agreed to deliver its FinTechRegional Strategy through a series of local partnerships – the first partnership has already beenestablished in Leeds, and further partnerships will be established in Manchester and Edinburghby April, and Newcastle, Bristol and other centres before the end of the year.2.275 Further funding for national Trading Standards teams to address e-crime – Thegovernment will increase funding by £0.25 million to tackle rogue online traders and fraudsters.2.276 Non-economic regulators – The government will consider in the next Parliament thecreation of a common framework for assessing the performance of non-economic regulators,including collecting and publishing business feedback, with a view to improving theiraccountability, transparency and responsiveness to business.2.277 TheCityUK review of the EU listing regime – The government has invited TheCityUKto lead an independent industry review of the EU listing regime, with a view to suggestingimprovements to the European Commission as part of its initiative to create a Capital MarketsUnion.2.278 Competition and Markets Authority (CMA) recommendations for theresidential property management services market – The government will take forwardthe CMA recommendations, and other actions agreed with the CMA, to improve the residentialproperty management services market.2.279 Guidance to support greater consistency in unit pricing – The government willwork with major supermarkets and consumer organisations to produce improved guidanceto support greater consistency in unit pricing on most everyday products to help consumerscompare prices.Supporting businesses and exports2.280 Help to Grow pilot – The British Business Bank has published a request for proposals topilot its Help to Grow scheme, which will make growth finance available to high potential firms.Alongside this, the government will continue to use a variety of channels to provide businesseswith information about the support already available to them and their options for accessingfinance.2.281 Improving consumer education around legal services for small and mediumsizedenterprises (SMEs) – The government will provide information for SMEs on accessingand using legal services to be included on the Citizens Advice and the GREAT business websites.2.282 Prompt Payment Code – The government intends to extend the Prompt Payment Codeto cover wider poor payment practices, for example in relation to the use of supplier lists.2.283 Government payment practice – The government will bring greater transparencyto its payment practices by asking its Strategic Suppliers to report quarterly on their paymentpractices from April <strong>2015</strong>, and asking all central government departments to report quarterly ontheir payment performance from April <strong>2015</strong>.2.284 Unlocking access to markets in China – The government will provide an additional£7.5 million of funding in <strong>2015</strong>-16 to UK Trade and Investment for its work to maximise tradeand investment links with China. (15)2.285 Support to the International Festival for Business in Liverpool – The governmentwill provide £1.5 million of funding in <strong>2015</strong>-16 to ensure that the UK maximises the potentialbenefits of the Festival, including attracting Foreign Direct Investment.
