1.83 Police forces are already delivering efficiency savings, in a period where crime is downby more than a fifth according to the independent ‘Crime survey for England and Wales’. 54This summer, Her Majesty’s Inspectorate of Constabulary will carry out an in-depth efficiencyinspection of every police force in the country, to help all forces make best use of resourcesand highlight best practice to continue driving down crime. The government is also committedto supporting a collaborative programme to standardise what the police buy, and aggregatepolice procurement to drive additional savings above the £200 million already achieved thisParliament. 55More strategic management of government land, property and spectrum1.84 Over the next Parliament the government will transform how it manages the significantland and property assets it owns. <strong>Budget</strong> <strong>2015</strong> announces that the governmentwill implement a new commercially-driven approach to land and property assetmanagement across the central government estate, based on departments payingmarket-level rents for the freehold assets they own. The government will create a new centralbody or bodies, which, working under a cross-government framework and direction providedby the Treasury and the Government Property Unit of the Cabinet Office, will own and managerelevant property and land assets, as well as leasehold assets where appropriate. This will helpdrive better strategic oversight and management of the estate, and provide greater incentives fordepartments to rationalise the space they occupy. It will also deliver efficiencies, and release landand property for productive use, including building new homes. Implementation of the reformwill commence immediately, with the model becoming operational by March 2017, subject tolegislation.1.85 Given their very large property and land holdings, there is also the potential to generatesignificant efficiencies within the Ministry of Defence estate. However, the Ministry of Defencemaintains a varied estate, including assets of strategic military importance. Therefore, thedepartment will introduce a similar charging mechanism, to the same timescale, within itsexisting estate management organisation, to incentivise users of the Ministry of Defence estateto reduce their footprint and release value, including land for development. Given the specialisednature of the Foreign and Commonwealth Office’s overseas estate, appropriate chargingprinciples will also be developed with land and property managed in their existing departmentalboundary.1.86 In addition to implementing this model for land and property, <strong>Budget</strong> <strong>2015</strong> announcesthat the government will take a more strategic approach to managing public sectorspectrum. The government will implement a central management system, which will enable itto better prioritise spectrum management, and maximise the economic value of public sectorspectrum.Integrating services to improve outcomes and reduce costs1.87 Further savings will also be achieved by making local services work better for the peoplewho need them. The £448 million invested in the Troubled Families programme has helped over105,000 families to turn their lives around, the government has demonstrated its commitmentto early intervention in a child’s earliest years and the £5.3 billion Better Care Fund is helpingpeople to benefit from joined up health and social care. 56 This is based on the principles thatintervening early can prevent problems arising later on and locally joined up services can bettermeet the needs of vulnerable people.
