Energy intensive industries1.117 <strong>Budget</strong> 2014 announced a package of reforms to radically reduce the energy costs facedby the most energy intensive manufacturers – around 80% of which are based in the North ofEngland, Scotland and Wales – to ensure that they are as competitive as possible. This includedcompensation for the indirect costs of small-scale feed in tariffs (FITs) and the renewablesobligation from 2016-17. <strong>Budget</strong> <strong>2015</strong> announces that the government will bringforward the FITs component of the compensation to the earliest point at which StateAid approval is received in <strong>2015</strong>-16. This is expected to save energy intensive industries afurther £25 million in <strong>2015</strong>-16.Agriculture1.118 The government believes that it is important to have a productive and resilientagricultural sector. Uncontrollable factors such as the weather lead to volatile profits for farmers,making it difficult to plan for the future. The government will provide further support tofarmers by increasing the period over which they can average their profits for incometax from 2 to 5 years from April 2016.R&D1.119 The government wants to ensure that R&D tax credits remain effective in helping smallbusinesses grow. Following consultation, the government will implement a package ofmeasures to improve the accessibility of R&D tax credits for smaller businesses,including producing new guidance aimed at smaller firms and setting out a roadmap for furtherimprovements over the next 2 years.Company car tax1.120 Recent changes to the company car tax regime have supported the move to fuelefficient cars while ensuring that the benefit-in-kind is taxed fairly. The <strong>Budget</strong> announcesthat in 2019-20 rates for Ultra Low Emission Vehicles will increase more slowly thanpreviously announced, and that rates for other cars will increase by three percentagepoints.Delivering long-term infrastructureDigital communications infrastructure1.121 Better, faster fixed and mobile broadband drives economic growth, innovation andexcellence, enhances national competitiveness, and underpins the government’s long-termeconomic plan. The government has already provided access to superfast broadband to over2 million homes and businesses across the UK, with 40,000 extra premises being connectedeach week. 70 The broadband connection voucher scheme has directly supported broadbandupgrades for more than 12,600 small and medium-sized businesses in 22 cities so far. 711.122 To further enhance the UK’s digital communications infrastructure, the government isannouncing a new ambition that ultrafast broadband of at least 100 Megabits persecond (Mbps) should be available to nearly all UK premises.1.123 The government will also take further action to support the delivery ofbroadband in rural areas, including looking to raise the Universal Service Obligation – thelegal entitlement to a basic service – from dial-up speeds to 5 Mbps broadband, and subsidisingthe costs of installing superfast capable satellite services.70‘Superfast broadband reaches 2 million more homes & businesses’, Press release, DCMS, February <strong>2015</strong>71DCMS management information<strong>Budget</strong> <strong>2015</strong>39
