CHAPTERS ANNUAL REPORT ANALYSIS1.2 Description of Minimum PerformanceStandards Scoring (MPSS)Minimum performance standards are defined asthe initiatives and best practices which chapters areexpected to have in place in order to be recognizedas a healthy chapter of USGBC. The standards, whichapply to the Governance, Staff, Reporting, Financials,Membership, Advocacy, Programs/Educationand Communications activities of chapters, areconsidered the “basics” which demonstrate thata chapter has a solid foundation to support itsgrowth and development. See Appendix B formore information about the Minimum PerformanceStandards and the 21 criteria.Only 9 of the 77 chapters surveyed, or 12%, metall minimum performance criteria with a score of100%. The average score across the network was 82%of criteria being met. The minimum performancestandard scores for each individual chapter can befound in Section 5 of this report, Individual ChapterSnapshots, and are listed at the top of each chapter’sindividual snapshot.Chapters that did not meet all the minimumstandards typically fell short in the areas detailed inTable 1.2 below. Chapters should make it a priorityto achieve 100% of the minimum performancestandards as these criteria reflect that a chapterhas basic programs in place to ensure its long-termviability. USGBC’s Three Year Plan for Chapters andCommunity focuses on assisting chapters achieve100% MPSS, with a goal of all chapters meeting allcriteria by 2015.Table 1.2: Percentage of Chapters Not Meeting MPSS CriteriaStandard Pct.
