Typically, these cases are identified in the <str<strong>on</strong>g>report</str<strong>on</strong>g> <strong>on</strong>ly during the year the case was<str<strong>on</strong>g>report</str<strong>on</strong>g>ed as new.The identified cases requiring notificati<strong>on</strong> under §5.236 are indicated in the field "SECTION 5.236" in theTNRCC’s <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> c<strong>on</strong>taminati<strong>on</strong> case table (Table 1). There are twenty §5.236 cases listed in this<str<strong>on</strong>g>report</str<strong>on</strong>g>. In previous <str<strong>on</strong>g>report</str<strong>on</strong>g>s prepared by the TGPC, a total of 640 §5.236 cases have been identified (listed asHB 938 cases prior to 1995); 16 in 1996, 15 in 1995, 42 in 1994, 15 in 1993, 41 in 1992, and 507 in 1991.The large number of §5.236 cases listed in the 1991 <str<strong>on</strong>g>report</str<strong>on</strong>g> included all such cases identified up to March 31,1992.State Agencies' Files<str<strong>on</strong>g>Texas</str<strong>on</strong>g> Water Code, §26.406 requires that the state agencies identified as having <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> protecti<strong>on</strong>resp<strong>on</strong>sibilities maintain a public file of all documented cases of <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> c<strong>on</strong>taminati<strong>on</strong>. Each stateagency has its own locati<strong>on</strong> and specific procedures for maintenance and accessibility of informati<strong>on</strong> relatedto <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> c<strong>on</strong>taminati<strong>on</strong> cases. Each regulatory program within an agency may have a unique systemfor maintenance and identificati<strong>on</strong> of informati<strong>on</strong> related to c<strong>on</strong>taminati<strong>on</strong> cases. Informati<strong>on</strong> <strong>on</strong> agency filesfor each program with <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> c<strong>on</strong>taminati<strong>on</strong> cases tabulated within this <str<strong>on</strong>g>report</str<strong>on</strong>g> are provided inAppendix 8 (Agency Central Records Locati<strong>on</strong>s). This informati<strong>on</strong> is a matter of public record and isavailable for public review by arrangement with each agency. In some situati<strong>on</strong>s, the availability ofinformati<strong>on</strong> for certain enforcement acti<strong>on</strong>s may be limited or subject to specific access procedures. Inadditi<strong>on</strong>, agency district and regi<strong>on</strong>al office locati<strong>on</strong>s are given in Appendix 6 and agency and districtc<strong>on</strong>tacts are listed in Appendix 7.Other Reports and Publicati<strong>on</strong>sThere are numerous water-agency publicati<strong>on</strong>s which address <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> c<strong>on</strong>taminati<strong>on</strong> in the state. Thesepublicati<strong>on</strong>s provide a different focus or perspective <strong>on</strong> <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> quality c<strong>on</strong>diti<strong>on</strong>s and presentinformati<strong>on</strong> not c<strong>on</strong>tained within this <str<strong>on</strong>g>report</str<strong>on</strong>g>. Other publicati<strong>on</strong>s provide informati<strong>on</strong> <strong>on</strong> statewide<str<strong>on</strong>g>groundwater</str<strong>on</strong>g> protecti<strong>on</strong> efforts and specific protecti<strong>on</strong> programs. Brief descripti<strong>on</strong>s of several of thesepublicati<strong>on</strong>s are provided in Appendix 9.There are eight predecessors to this Joint Groundwater M<strong>on</strong>itoring and C<strong>on</strong>taminati<strong>on</strong> Report. These<str<strong>on</strong>g>report</str<strong>on</strong>g>s, which cover calendar years 1989 through 1996, were produced annually by the TGPC and publishedby the TNRCC (and its predecessor agency, the <str<strong>on</strong>g>Texas</str<strong>on</strong>g> Water <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>). These <str<strong>on</strong>g>report</str<strong>on</strong>g>s provide abackground <strong>on</strong> the evoluti<strong>on</strong> of the state’s <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> protecti<strong>on</strong> programs. The <str<strong>on</strong>g>report</str<strong>on</strong>g>s may also provideinsight to historical cases of c<strong>on</strong>taminati<strong>on</strong> (cases which are no l<strong>on</strong>ger listed).The State of <str<strong>on</strong>g>Texas</str<strong>on</strong>g> Water Quality Inventory - 13th Editi<strong>on</strong> (TNRCC, 1996) describes the c<strong>on</strong>diti<strong>on</strong>s of thestate’s surface and <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> quality. The state’s <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> protecti<strong>on</strong> program is described and themajor documented and potential sources of <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> c<strong>on</strong>taminati<strong>on</strong> are identified.The Annotated Bibliography of <str<strong>on</strong>g>Texas</str<strong>on</strong>g> Water Resources Reports of the <str<strong>on</strong>g>Texas</str<strong>on</strong>g> Water Development Boardand the United States Geological Survey through August 1974 (TWDB, 1976) lists, with a brief summary,21
