Data FieldsThere are eight fields (columns) of data in the tables used to describe the <strong>groundwater</strong> contamination cases.The data fields are: NEW CASES, FILE NAME, FILE NUMBER, LOCATION, CONTAMINATIONDESCRIPTION, DATE, ENFORCEMENT STATUS, and DATA QUALITY. In addition, the TNRCC table(Table 1) has an extra field SECTION 5.236 to indicate cases which meet the criteria of <strong>Texas</strong> Water Code,§5.236. The data fields are described in Figure 3.Enforcement Status MatrixThis <strong>report</strong> is required by §26.406 of the <strong>Texas</strong> Water Code to indicate the status of enforcement action foreach case of <strong>groundwater</strong> contamination. For purposes of this <strong>report</strong>, enforcement action includes any agencyaction which accomplishes or requires the identification, documentation, monitoring, assessing, orremediation of <strong>groundwater</strong> contamination. However, the objectives of enforcement action and the means bywhich enforcement is conducted vary among the regulatory programs.To describe only an agency's enforcement action presents a minimal observance of the regulatoryundertaking. Enforcement is ineffective if required actions to address the assessment andmitigation of the contamination incidents are not carried out. Therefore, agency actions dealing withcontamination incidents are also placed in context of the activities necessary to confront the incidents. Thiscomparison of the level of agency action and the status or level of contamination assessment and mitigation ispresented in the enforcement status matrix (Figure 4).The enforcement status matrix allows a one-to-one correspondence between an agency's response and thecompletion of the discrete phases in the progression of contamination investigation. The vertical (Y) axis ofthe matrix gives the level of agency response (enforcement status), and corresponds to the first number givenin the ENFORCEMENT STATUS field in the table. The horizontal (X) axis gives the level or status ofcontamination site activity (activity status), and corresponds to the second number in the ENFORCEMENTSTATUS field in the table.Different circumstances at the same level of agency response or the same level of contamination site activitycan be indicated using an alphabetical code associated with each of the two numerical codes. These codes(YA,XA), presenting the enforcement status, followed by the activity status, are tabulated for eachcontamination case listed in this <strong>report</strong>.Once familiar with the matrix, a reader should be able to quickly discern the status of an incident and relateits progress in the respective regulatory program to all other incidents. The matrix can also summarize thestatus of all incidents by showing how many occur in each grid of the matrix. Each agency table is followedby an Enforcement Status Summary, which consists of an enforcement status matrix summarizing casesfalling in each gridspace. In addition, each table is accompanied by a statewide map showing the number of<strong>groundwater</strong> contamination cases, by county.26
